The Roads and Transport Authority invites you to acknowledge this Request for Proposal (RFP) and respond accordingly. The RFP focuses on selecting a road contractor for Road Pavement Construction to Roads and Transport Authority over a 6 months period, beginning on April 5, 2018 and ending on October 10, 2018. As per the initial term, there is a probability to renew this contract every 5 months terms.
Roads and Transport Authority in Dubai (RTA), a Government authority in Dubai is responsible for planning and execution of road and transport projects (Rta.ae. 2018). Roads and Transport Authority in Dubai proposes to appoint a road constructor for construction of road pavement in Hatta and in this regard invites proposals from potential bidders. The submitted proposal by the potential bidders shall adhere with all the requirements declared in the Request for Proposal. The Request for Proposal shall consist of Instructions to potential Bidders, General Circumstances of Contract and Requirement of Employees. The final evaluation will select the successful bidder and will be notified (hereinafter indicated as a Contractor).
The road pavements construction should be flexible in nature to sustain the abrasions and lasts long. The cost of road pavement construction varies from 30 to 40 lakhs per km simple and plain areas (Hoy, Horpibulsuk and Arulrajah 2016). The performance of flexible road pavements is considered satisfactory and the reasons are as follows. The construction cost is low and the roads are available to use within 24 hours of pavement. The carrying capacity of load is great, maintenance is easy and can be repaired and resistance to skid. The movements of layers underlying the road pavements are accommodated as per weather change and deformation of load. The type of flexible pavement to be used is asphalt bound base (semi-rigid). The road pavement construction should include layers of bituminous surface (a wearing course), base course, sub-base, frost protection base layer and sub-grade (Huang and Di Benedetto 2015). The primary materials should be used are asphault, concrete and stone.
The scope of the work in this proposal is to construct road pavement for all the roads connected in Hattari with necessary permits granted from Federal, State and local Government and government agencies to proceed. The project should consider all the necessary requirements such as lines, traffic controls, shrubs and fences. The Bidder should acquire proper license of construction and maintenance of roads and transport to be eligible for participating in the bidding competition and selection of Bidder.
The following are the analysis requirements for road pavement construction for Roads and Transport Authority in this RFP.
Roads and Transport Authority will evaluate several criteria for finalizing the suitable Contractor. Contractors are instigated to be intrusive and creative in their project proposals (Moretti, Cantisani and Di Mascio 2016). The following points summarize the main qualitative areas which will be examined, along with their complete and overall ranking.

The asset management is defined as a system to manage asset such as financial assets, buildings, human capital and intellectual property. The asset management acts as a conceptual framework to provide processes for different levels of asset management. The asset management process has different levels that include starting point, levels of service, option identification, decision making and implementation. The different levels are managed by a single level that is reporting and monitoring. The asset management process starts with analyzing of the asset and defining goals and objectives that further goes for condition assessment to suit the demand aspirations. The next level identifies the performance gaps and different service options to make decision for budget optimization and risk management. The final level is to implement the work programme and service delivery. All the levels described are reported and monitored by another level to measure the performance and improve actions at all levels individually. The asset management process flow chart is given below.

The proposal should be submitted and does not oblige Roads and Transport Authority in any manner to make a contract for the acquired cost by your organization.
This proposal is a sole property of our organization and shall not be disclosed to any third party or any other party. It is evaluated, planned, designed, developed, acknowledged and submitted to acknowledged partners of Roads and Transport Authority solely for the benefit of Roads and Transport Authority.
Roads and Transport Authority provides no guarantee of future prospective and offers information given are direct to assist stakeholders in preparation of proposal.
Conclusion
Therefore above requirements show Request for Proposal of outsourcing of road pavement construction to potential bidders. The best bidder will be chosen as per the information stated by them of their work, qualification of workers and staff and experience. The selection criteria are discussed to determine the neutralized procedure for selection of the best bidder. The selected bidder is then referred to as Contractor and they have to be liable to serve as per Roads and Transport Authority policies and procedures. The rules and regulations along with time schedule working environment are discussed to be taken into account. Therefore, the above paragraphs conclude that it is necessary to abide by the given requirements and instructions to achieve the successful road pavement construction and maintenance
