The activities which are associated with the proposal of online web portal for the research development program are categorised as assembling of processes, analysing the functional and non-functional requirement, development of the process structure, assessment of baseline plan, pre-evaluation of the proposed project, checking of the references, proposal questions, arrangement of interview with vendors and contractors, and others.

The proper communication links should be developed between stakeholders like project manager, project sponsor, project owner, senior executives, top level management, application manager, and event manager. “The participation of stakeholders helps in generating ideas related to the project plan to give a new direction to the proposal” (Li, 2014).
