5. Preparation of evacuation plans, early warning systems and educating public and officials about emergency systems in place to avoid life and property loss during flooding.
6. Public vacant lands need to be protected by fencing and day to day monitoring; if encouraged to squat, ULB losses valuable land and creates slum conditions in the area.
7. The beach and Salt Creeks can be developed as they both have a great potential to attract not only local but also international tourists, thus generating revenue for developing the area.
8. Strict enforcing of the policy, proper and timely response to public grievances is to be taken up or else concerned official should be held responsible.
9. Plans have to be prepared for improving the economic status of poor by identifying suitable job sectors and training them in those with the necessary skills.
10. Creating a research and development wing in the ULB, which would research on the use of alternative methods and technologies for providing effective and efficient solutions to the problems created and faced by slums.
11. Awareness towards sanitation and hygiene should be taken up by educating public representatives, public, officials and public health workers by conducting workshops and active participation by the ULB officials should be encouraged.
8.8 Future Research Scope
In Machilipatnam town there are 55 notified slums and 17 non-notified slums. For identifying the core issue in slums, 16 slums which are placed in high priority are selected of which again 8 slums are selected randomly and studied in detail. The study of these slums helped the researcher in revealing the core issue being “flooding” in low lying areas / in entire town due to the backward thrust created by overflowing of Shivanasamudhra (Man-made canal).
The synthesis of this information gave this dissertation a direction of using the cross sectoral approach for solving the problem of infrastructure deficiency in slums. Further research can focus on studying all the other notified and non-notified slums which might give a new direction to the problem. There is ample scope for understanding if a cross sectoral partnership solution can be used for better development of slums in Machilipatnam town in all the cases.
In this dissertation the researcher used 3d modeling and reconstructed terrain virtually for slope analysis. This data and information can be used for further research in different areas like geography, geology, physical planning, water supply, storm water drain analysis and so on.
The researcher also focused on how physical forms of the structures can suggest the underlying problem which can be the main core issue. Slum dwellers spending lots of money on constructing high rise plinths of above 5 feet rather than on permanent RCC roofing suggested that there is constant flooding. Future research can be a study of social dynamics in the times of flooding in Machilipatnam as the whole town faces the same problem irrespective of rich or poor.
The dissertation also focuses on an approach using alternative methods when problems are not getting solved using traditional approaches. Further research can be on the evaluation of traditional approach to solve infrastructure delivery mechanism problems vs. alternative approach.
The dissertation also focuses on centralized approach in service delivery mechanism with the main provider being Machilipatnam municipality. Further research can be done on decentralization of infrastructure delivery mechanism along with collecting a service fee depending on the service provided.
In this dissertation researcher used priority matrix for finding out the issues in the slums, taking basic parameters called poverty and physical infrastructure deficiency. Based on each individual case study, ranking is given so that both poverty and physical infrastructure deficiency can be measured. Once the scores are derived, the matrix is formulated which accurately shows the slums which need to be considered as high priority for development programs to be initiated. This is a very important tool for further research, not just for poverty or physical infrastructure, but for other parameters like culture, tradition, religion, sociological behavior which can bring about more comprehensive and accurate findings.
