CE1.1 My 1st carrier episode is about my participation in Jazz Network Expansion Project as OAN Engineer (Operations Access Network Engineer). The project includes installation & commissioning of new BTS sites which remained an essential part of my job responsibilities for around 3 years. The project started in January 2012 in Districts of Dir & Swat (Khyber Pakhtunkhwa), Pakistan. It was August 2012 when project got completed &50 new cell sites were added in the network cluster (Dir & Swat).
CE1.2 Jazz is the first & largest cellular service provider of Pakistan having more than 59 million customers.
The cellular network was introduced in 1994 in Pakistan with trade name of Mobilink, later on it changed into Jazz. Being first cellular network in Pakistan, it grew exponentially not only in urban areas but also in far flung areas of the country. As a part of Jazz Network Expansion, in January 2012, I was given responsibility of new cell sites addition in my clusterNetwork. Scope of the project was to maintain Jazz first position as telecom market leader by providing better services& enhance its business further in the area.
Personal Engineering Activity
CE1.6 Before commencement of the installation& commissioningphase I surveyed physical locations of all the sites along with technical logistic & Motorola vendor team. I assessed physical location of site & the surrounding papulation. In collaboration with Motorola vendor team, I finalized physical layout of the sites. I made schematic diagram of the sites in Auto CAD software showing dimensions & position of Motorola BTS PAD, DG PAD & tower.
CE1.7 Prior to commissioning of new sites, I assessed capacity of proposed BSC to accommodate new sites. I calculated space in the BSC as per following formula& I came to know that existing sites need to be re-homed to other BSCs as space was not enough to accumulate new 50 sites in the proposed BSC.
Available BSC Capacity= Total Capacity (15000 Erlangs) – Busy Hour Traffic
In order to rehome sites to other BSCs, I calculated number of sites other BSCs can accommodate by using b/m formula.
Number of sites to be shifted= Available Space (Erlangs)/Maximum Traffic on each site (Erlangs)
After calculation for rehoming, I planned the rehoming activity of 20 sites & performed in coordination with TXN & BSS Level 2 team.
CE1.8 I worked in collaboration with technical logistics, power planning team, Back office team & Vendor team to finalize the design of the site.As per initial design, site was consisted of 3 components, i.e. Power plant, BTS & MW link. MW link & BTS was powered up by commercial power supply & DG had to provide backup power in case of commercial power failure. Meanwhile battery backup had to provide power between transitions from commercial power to DG. I suggested a change in the design of the site. My idea was to make use of battery backup more efficiently to save opex. I proposed that after commercial power failure instead of starting DG immediately, site should run on battery backup till 60% battery backup is consumed. I presented my idea along with estimated opex saving & my management approved & appreciated the idea. I successfully implemented the change in design with help of Delta Rectifier vendor. Rectifier was set to generate signal after consuming 60% of battery backup which was used to start DG. The change in design resulted in around 20% opex saving as less fuel was required to run the sites.
CE1.9 Another issue I addressed was:Power planning team had initially planned 20KVA DGs for all 45 Motorola Outdoor &5 Indoor sites. In a meeting with Power planning team I raised the concern based on my cluster experience that during summers 20KVA DGs could not support full indoor sites load & hence not only sites would fluctuated due to overloading but also DG health would got degraded. I proposed a Joint visit with Power planning team on few problematic sites having under power DGs. During visit, I turned on both the Air conditions of indoor sites& measured sites load using b/m formula.

Results showed that full load of the site was more than 85% capacity of the DG installed which was not recommended as telecom site run 24/7 & due to prolong commercial power failure sites mostly run on DG.Power planning team agreed to revise the initial design of the Indoor sites & installed 27KVA DGs. This capacity improvement of DGs on Indoor sites helped me to maintain 99% network availability of the cluster.
CE1.10 NEC PASOLINK MW was to be installed on new sites. TXN planning had done necessary planning & each site was to be linked to suitable nearby site for transmission. My riggers team installed MW IDU, ODU, IF cable at both ends as per plan provided by TXN planning. I commissioned MW link by logging into the MW IDU & set the necessary parameters such as Tx power,Tx/Rx frequency and Terminal ID as per provided link budget at both ends of the link. I started alignment of the MW link with help of Riggers present on both sides of the MW link till I received desired RSLvalue (-35 dbm to -32 dBm). Each time before MW alignment I made sure that all team members were strictly following safety rules as per Jazz HSE policy. Before starting WM link alignment I ensured ODUs at both near & far end must be attached properly to antenna directly or through wave guide, both ends ODU must be powered on &the far end ODU must be transmitting. I made sure frequency of transmitter at both ends of link matches & TX output power did not exceed level of the license.
CE1.11 Motorola BSS equipment was already installed in my network cluster & I had hands on experience of Operations & Maintenance of HMAC-I & HAMAC-II Motorola cabinets.However, for installation & commissioning of HAMC-2 BTS, I attended a 3 days training offered by Motorola. I read in detail the Motorola installation & commissioning manuals. I also had multiple meeting with Jazz Back office support team to get necessary technical support.
CE1.12 During installation of BTS, after unpacking of HMAC-II BTS package, I verified all the components with the provided check list. I installed the BTS hardware components as per Motorola GSM manuals. I took good care of all the warnings/signs labeled on equipment as per Motorola manual. First of all, I installed empty BTS cage, then BTS cards were installed as per order mentioned in the Motorola manual, after which I connected CUT2 with SURF of the BTS, patched EIs on NIU & finally connected all the power cables & grounding cables. I labeled all the boards & cables properly. In the end I made DC power connection from rectifier to BTS to power it on. For commissioning, I connected to HIISC (Horizon-II site controller) TTY port by the 9-way to 9-way HIISC cable from Laptop serial port& started the terminal emulator program on Laptop. I commissioned BTS as per requiredsite configuration.After BTS installation, Feeder cables & RF antenna installation was done by my technician’s team.
CE1.13 I performed E1 patching of the sites’ by making BNC connectors with the help of Ratchet Crimping Tool. HMAC-II single BTS supported up to 6 E1s but in this case sites were having 3 E1s on maximum. E1s media of the sites terminated on BSC passing through multiple hopes. Finally after patching E1, I performed MW media testing via BERT meter.
CE1.14 After successfully on-airing the site, I patched external alarms by using krone tool. I verified DG On, Low Voltage, Intruder, Fire, Smoke, Rectifier Minor & Rectifier Major alarms. On few sites, alarms were not reporting properly for which I done troubleshooting in coordination with RAN L2 team.
CE1.15 Throughout the project I ensured strict compliance the safety rules as per Jazz HSE policy. During working at heights for RF & MW antenna installation and MW link alignment, I made sure all team members were equipped with necessary PPEs (personal protection equipment) including helmet, netted gloves, safety shoes& full body harness to avoid any fatalities as per OSHA regulations (29 CFR 1926.500-503). During RF antenna, feeder cables & BTS installation I made sure all transmitters are off to avoid human exposure to high electromagnetic fields as per ANSI IEEE C95.1-1991, IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300GHz. I ensured that BTS, MW link, RF antennas & tower is grounded properly. I also checked grounding resistance via 3 terminal earth resistance meter & it was ensured that earth resistance should not exceeds 5 Ohms as per IEEE standard 142-2007. On few sites I found, grounding resistance more than acceptable threshold, I asked my team to dig earth pit & treat soil with salt (sodium chloride) to reduce impedance of the earth, after which I got the desired results.
CE1.16 During the project multiple technical test were performed. After installing feeder cables I performed VSWR test by using site master. I ensured VSWR value to be within recommended thresholds (1.4~1.8). On few sites I found VSWR value was more than 1.8 which was degradation cell performance. I checked feeder connectors of both the ends, Antenna port & feeder itself. In most of the cases VSWR was due to improper connections. But in one case antenna port was faulty&RF antenna was replaced to resolveissue. After on-airing the site, MO (mobile originating call), MT (mobile terminating call), SMS send & receive test & GPRS/EDGE data tests were performed in each sector of the site in coordination with CS & PS core teams.E1 stability test was performed by using BERT meter. On few E1s I observed higher Bit error rate than10-9. Effected E1s were verified hope by hope & BNC connectors issue was found on a common hope which was rectified.
CE1.17 During the projected I faced multiple issues. One site was giving continuous fluctuations after making it on-air. To start troubleshooting, I checked DC power supply to the system. I checked voltage supply to BTS via with multimeter which was -52V & was perfectly fine. In next step I logged into the MW IDU, I checked logs of the system & found that MW link was fluctuating continuously. When I checked RSL level of the link, it was very poor, MW link needed to be aligned. I sent on rigger to far end of the link & one was on near end. I asked both riggers to check connection of IDU & antenna mount on both ends before starting WM alignment. After one hour of efforts desired RSL was achieved after which site became stable.
CE1.18 Other issue I faced in start of the project was late delivery of hardware to sites. The supply vendor was new in the area & due to remote north area of KPK, it was hard for vendor to timely find the site location & deliver the shipment. I had a meeting with vendor management to sort out the issue. I handed over them LAT/LONG information of all the location & provided them contact number of land owners. I also contacted sites land owners to help the vendor to find the locations easily. Due to this collaboration, delivery of material exactly in time to each location became possible.
CE1.19 On one of the sites, after commission I found mute calls during initial testing. I contacted Back office team for any service effecting alarms present at site or any other known issue but everything seemed normal. I performed GSM sectors verification with help of RAN Back office support team to check for any sector swap but sectors were all fine. Then when I perform loop break test of E1s I came to know that out of 3 E1s of the site two were swapped on BTS site. I immediately corrected the E1s & call testing was successful then.
CE1.20 Another issue I faced one site after commissioning was, site was not taking calls, and all cells were running in zero call. I checked all the configuration in detail, verified MW link & sectors swap but no issue was found. Also there was not service effecting alarm on site. I contacted CS core team to verify LAC cell definition at their end. When they matched LAC cell definition, anomaly was found at their end. After correcting LAC cell IDs definition at SC core end site was taking calls.
CE1.21 Theproject was completed well in time. All the 50 sites were successfully made on air within given time & handed over to RF optimization for further fine tuning of the parameters.
CE1.22 The project was great success not only for Jazz to maintain & strengthen its first position in the market but it was also very important for me for me on personal level. Being my first major professional assignment it gave me huge confident for my future endures. By providing blanket coverage in the locality, customers’ complaints reduced resulting in business growth& customers’ satisfaction. In the project I worked in collaboration with other departmentsincluding technical logistics, Back office support, CS & PS core team as well as various vendor teams which polished my communication& team work skills. I also leaded my technical team for all the sites installation & commissioning which reflected my leadership skills.
