Tijuana is a city controlled by organized crime and more specifically, infiltrated by The Tijuana Cartel (Witkin and Robinson 1997:38). The Tijuana Cartel is responsible for the transportation, importation, and distribution of massive quantities of cocaine and marijuana, as well as large quantities of heroin and methamphetamine (Guzman 1993:40). Yet, the issue of Mexico’s drug trade is not specific to the notorious city, there are over seven cartels that clandestinely function throughout the state.
