Brisbane Airport Tender Process

Pre-tender

Principal- The Brisbane shall invite tenderers for the provision of construction facilities.

Tenderer- All the eligible persons who have the capability of providing constructions works shall be invited to submit their proposal forms.

• Ethics

This particular tender shall be based on the following principles;

1. Honesty and fairness shall be demonstrated to all the tenderers.
2. The tender document shall specify all the requirements clearly.
3. All parties shall adhere to the legislative obligations.
4. There shall be similar tender conditions to all parties. 

• Tendering Procedures

The procedure mentioned below shall be used in awarding the contract to the eligible tenderer. 

• The obligation of the Principal       

Pre-tender

The price for the tender document shall amount to 5000/=

The tenderer will not be permitted to go through the document if he or she has not paid for it.

In the process of preparing the technical proposal, the tenderers must consider;

1. If the principal contemplates that it does not have all the proficiency for the project

The Proposal shall deliver the information mentioned below.

1. A short summary of a well-founded body and a plan of the contemporary experience of assignment of a similar type.
2. A summary of the work plan for carrying out the task.

• The staff team certified.

1. Estimation of the overall staff involvements

Information concerning the finance shall also be included in the Technical Proposal.

Call for tenders

Brisbane Company invites the eligible tenderers firms to provide construction materials which shall be used in the construction of Brisbane Airport. The enclosure of the filled papers MUST be done in a plain closed envelope and delivered in the location, Uhuru plaza opposite room 415 opposite Uhuru Gardens. Quality Cost Based Selection shall be used in selecting the eligible tenderer.

Receipts of tenderers

The number of duplicates copies to be prepared by the tenderers is indicated in the document.

Both the duplicates and original copies shall be put in a wrapped envelope written off as TECHNICAL PROPOSAL (Seyeres, 2009, p. 321)

On 21^st September 2018, the tendering process shall be closed and no proposal shall be accepted after that particular mentioned date and time. LATE proposal forms shall be returned to various owners.

Evaluation of the proposal

In case the proposal shall not meet the marks needed then the tenderer shall be notified.

The finance committee will assist in determining whether the financial proposals are complete.

The formula for determining the financial score will be

                                   = 100X^FM/f

                   Such that sf is the financial score; F is the proposal price.

The evaluation of the tender will take place in three weeks starting from the time the tender is opened.

The variations of the agreement price shall not be allowed for the contracts not above 12 months.

The below gauges will be applied when evaluating the proposal by the committee certified.

Negotiations

The proposal and the work plan shall be discussed during the negotiation process.

The negotiation will as well include the contract draft form.

For the purpose of the negotiation, a team will be appointed by the purchasing body.

Award of the contract

The selected tenderer is anticipated to begin doing the job on the day and place stated in the document

Support- The client shall apply his best exertion to ensure he renders support to the servicer in case it is required.

Services and facilities—All the services and amenities shall be made obtainable to the contractor (Brook, 2016, p. 120).

The handling of price dissimilarities will be complete in 30 days. The evaluators will not access  the financial proposal until the conclusion of technical assessment (Uher, 2009, p. 96).

Formulation of tenders- None of the tenderers shall engage in unlawful activities but only those mentioned in this particular document.

Contractual Terms

1. • Laws Governing the agreement- This agreement is the denotation, understanding bond amid the people involved and will be administered by the Australian rulings.
   • Language-The agreement execution will take place in the English language and also used in answering all the problems associated with the interpretation of the agreement.
   • Delivery of the tasks-The performance of all the tasks required shall take place in the location mentioned in the document(Kelvin, 2008, p. 56).
   • Approved Agents- All the certified activities needed to be carried out will be done by the approved officials stated in the document.
   • Levies and Liabilities-  In accordance with the Australian law, the payment of all taxes and duties shall be paid by all contractors. (Greg, 2008, p. 21).
   • Commencement of task- In 30 days after the contract becomes operative, the contractor shall start performing the assignment.
   • Ending of the contract-The agreement expiration shall take place at the end of the period agreed on(Downings, 2011, p. 234).
   • No Breaching-  The breaching of the contract shall be considered when any party involved fails to complete his or her duty as the agreement stated.
   • Contract termination-Termination of this contract shall take place in not less than 30 days’  through a inscribed notice of termination to the contractor(Downings, 2011, p. 78).
   • Interest on Delayed Payment-Payment shall be done after accessing the task carried out and the contractor offered the certificate of completion. It will take thirty days. (Ayeni, 2011, p. 32).
   • Dispute resolution-The parties shall use all the powers they have to calm down the ascending quarrels cordially or in connection with contractor interpretation  

1. QUALITY ASSURANCE AND CONTROL REQUIREMENTS
   • Customer quality focus- The principal shall require researching on customers’ needs, responding to the customers need and measuring the customers’ satisfaction.
   • Quality Leadership- The shall need quality leadership so that to establish organization clear vision, setting challenging goals and targets, training and provision of required resources to the people.
   • Involvement of people- The principal shall require full involvement of people in this particular task so that people to identify constraints to their performance, people to evaluate their performance and to understand the importance of their duties and contribution in the organization.
   • System approach-The principal shall require structuring of a system to achieve the objectives, harmonizing and integrating of processes.
   • Mutual benefit- The principal shall require the establishment of joint development, sharing of information, pooling of expertise, clear and open communication.
2. SAFETY REQUIREMENTS
   • Safety management review- Tenderers shall confirm their understanding of the requirements.
   • Safety implementation- The tenderer shall abide by all the safety procedures and the process of the tendering company
   • OHS policy- The principal shall allocate the budget for OHS professional, ratio safety officers to workers and appointment of OHS professional.
