1: In order to compute the exact cost of collection and disposal of rubbish from residential address for a span of one year below listed are following criterion that is taken into considerations which are as follows;
The rate of diversion is calculated by considering the weight of resources recovered from the total sum of wastes collected from the pavement and footpath area. The diversion rate of waste from pavement and footpath area is 9% where the benchmark amount of diversion based on weekly basis consists of 140 L of waste. In addition to this, direct cost of operations are considered in arriving at the cost that is linked with the collection and disposal of waste (Simons, 2013). The cost of overhead comprises of direct operating cost together with the labour operating costs. The overhead involved in the collection of waste comprises of the operation waste transfer stations that undertakes the cost incurred on labour and direct operations.
The householder disposal of waste is an expensive issue and it is considered at the time of removing waste from the household. The expenditure incurred from the domestic waste per annum tonnes are taken into the consideration. Cost incurred on transporting the waste to off island, landfilling SWRA and cost related to transportation and disposal of waste is included by ABC city council in its collection of waste (Renz, 2016). The current service lays down the difficulties during the transfer station with waste handling stream so that it can competently transport the waste and recyclables of waste. This has led to increased sum of contamination and problems in reaching the volume together with the axel weight, which is allowed on the trailers during the transportation phase of waste into the stations. ABC city council operates only a single pass truck and a spare truck to take the current service. In addition to this, the cost involved in green waste per annum tonne is also taken into the consideration with the cost involved in processing the waste (Fullerton et al., 2014). The total sum of cost that is occurred in the collecting, transporting and disposing the waste along with the bulky station expected to be around $870,000 on a yearly average of $500 per tonne is collected so that the company can process the waste. The ABC city council has undertook extensive amount of waste audit on behalf of the members of the council so that it can choose the option of collecting and refining the standard of service. ABC council aims to efficiently transport and recover collected recyclables so that it can determine correct sum occurred for the collection of household waste (Otley & Emmanuel, 2013).
On introducing the service of green waste management, it is proposed that bigger and bulky waste stations can be planted so the it can ascertain the correct cost of having their residential waste collected. The average amount of yield of recycling collection is anticipated to be 1-kilo grams per household during each week (Dashtbayaz et al., 2014). ABC city council looks forward to engage the walking floor trailer in order to transport the streams of waste from a particular residential address. The approximate cost of each trailer is in excess of $3000 and resulting a total cost of $873169.70. This cost comprises of $500 per tonne transport cost and $75.65 per tonne is for disposing off the residual waste.

2: As evident from the following case study that it is difficult to encounter the exact cost of calculating the disposal of waste from residents. One of the main challenges that is encountered for planning and controlling is the degree of uncertainty (Hill et al., 2014). The degree of uncertainty originates from the numerous variations of estimates and the foundation of such variations is the designs and logistics with rational relationships between the anticipated parties. The request of the councillor in discovering the correct cost do not appears to be realistic since cost tends to vary and does not remains identical (Carlsson et al., 2015).
Preparation of cost statement on certain occasions has been problematic because it does not assigns the fixed cost to each of the residential household during the process of waste collection (Bhimani et al., 2013). Therefore, the total amount of cost is difficult to ascertain with the projected amount of cost. Practically the estimation of cost is necessary for external reporting and at the time of preparing the exact cost, it is necessary in the disposal of waste. The auditors might run into the risk of not accepting the statement given that it does not complies with the generally accepted accounting principles (Breuer, et al., 2013). This can lead to problems for top executives who might favour using the variable cost approach for internal reporting.
3: Regarding the current situation, charging $500 for removal of waste the proposal of having a yearly collection of residential waste fee does not appears to be an appropriate measure of providing service. The residents might not support the idea of collecting rubbish by paying the fees of $500. The amount of fees that is charged by ABC City Council is not considered to be relevantsince the amount of fees charged by them is generally used for raising revenue.
