Discuss About The Collaborative Culture And Tacit Knowledge.
This report aims at delivering the solution for the raised problem of petrol and oil storage and propose the activities those have been necessary for the delivery of the project in an efficient and effective manner. It is the crucial object for the successful delivery of the project to execute the activities in planned and sequential manner for the accomplishment of the output of the project. The implementation pan has been explained considering the sectors of the project team who will be responsible for executing the project including management culture, style, structure and boundaries and levels for authority and personal skills, attributes, autonomy contributions in the project. Followed by this, a management plan had been introduced that concerns on the triple constraints and resources of the project necessary to deliver the project in successful and efficient manner. Effective and appropriate techniques, tools, and methods have been introduced those could be helpful in determining and evaluating the growth, development and success of the project. Finally, at the end, this project put emphasis on the necessary actions and objectives in the context of the project closure. The purpose of this report is to present a complete development of the project and steps those are necessary after initiating the project as presented in previous assignments. The initiation and planning phase had been represented to some level in previous assignments and this report is the continuation of the project.
Management structure will be an important and crucial objective during the execution of the implementation plan and thus, it should be well managed concerning every sector of the work for the management of the oil storage (Todorovic et al., 2015). Management structure will be helpful in dividing the activities and responsibilities at different level and thus, execute the management of the project constraints. The individuals in the management will be responsible for answering the executives related to the delivery of the project constraints and for the instances, anything went wrong.
PMBoK states that reward system is always a beneficial opportunities for developing the enhancement in the organizational culture and style (Joslin & Muller, 2015). The Australian tank facility have already implemented some of the organizational culture that will help in managing the internal stakeholders however; the must factors those needs to be included within the organizational structure and style comprised of professional ethics, feasible vision and objectives, motivating mission statement, incentives, better and effective managerial and leadership qualities and risk handling processes (Kerzner, 2017). It should be emphasizing on appraising the relative stakeholders and their contribution in the production and output of the overall project execution phase. Style of the management should be developed considering the enhancement of the roles and responsibilities of the staffs and employees towards the growth and development of the project.
The project management strategies emphasizes on the distribution of responsibilities among different managers and leaders for promoting the operational activities. The management team should be divided in different levels in manner to divide the responsibilities and assuring that at the higher level reaches everyone is being monitored and evaluated properly regarding their development and performance of the project (Mir & Pinnington, 2014). Separate boundaries should be set for assuring that none of the management level executives indulge in others’ responsibilities and roles and thus, developing an effective organizational structure for handling the constraints of the project in an efficient and effective manner. Proper and effective boundaries level are helpful in managing the conflicts and misunderstanding between the teams and team members and thus, restricting them from engaging in the activities of others (Too & Weaver, 2014). Based on the expertise, the teams can be sub-divided in groups and it can be assured that everyone is capable of contributing their 100% on the growth and development of the project.
The team selected for the management of project should have proper and effective personal skills in proper communication, management, leadership, pressure handling, and responds on certain risks and transform themselves as per the state of the condition in different scenarios. Personal skills and qualities alternatively contribute and influence the professional development within a project (Chin & Zwikael, 2015). The manager should have qualities including the management of team, proper leadership, decision-making, effective communication and better knowledge on the code of ethics in manner to manage the team members and constraints of the project in an efficient and effective manner (Calvo, Navarro & Perianez, 2015). Contribution should be made on enhancing and embracing the attributes of other team members during the execution of the project.
The team members should execute their roles with full responsibility ensuring that the project will be delivered in an efficient and effective manner. They should be compatible within the environment regardless of the culture and background of other team members assuring the contribution in the team, enhancing the output, and managing the quality of the project (Confronto et al., 2014). The leader should be capable of introducing every team member and motivating them towards contributing in the team for the overall development and growth of the project.
Management plan for the successful delivery of the project proposed in the case study include the time, budget, resources, and quality of the project those needs to be managed in an efficient and effective manner (Kucharaska & kowalczyk, 2016). Consideration of these constraints and managing from the beginning of the project is the best approach towards delivering the project in successful manner along with high quality. The project can only be concluded as a successful project, if these constraints are managed, delivered as per the planning, and capable of meeting the needs and requirements of the stakeholders.
Time management is the most crucial constraint for the delivery of the project as enhancement in the time, schedule of single activity can influence the execution of next activity, and thus, the whole project can be delayed if sequential methodology has been used such as PMBoK and PRINCE2 (Eskerod, huemann & Savage, 2015). Alternatively, it will be affecting the other constraints of the project such as budget, quality, and resources. PMBoK introduces triple constraints of the project those need to be evaluated and executed in an efficient and effective manner, if the manager wants to execute the project in an efficient and effective manner (Pollack & Adler, 2015). Various tools and techniques are available those could be utilize for the time management however; the schedule of this project will be managed as per the proposed Gantt chart during the planning phase. In general, time management presentation can be done through enlisting the activities, their start time and ending time, milestones, and management needed for the accomplishment of the activities (Fernandes, Ward & Araujo, 2015). A checklist can also be made considering every objective is being accomplished within the expected deadline or not and if the deadline is not being met, the manager or other management team members could take alternative actions in manner to assuring that the activity is being delivered within the deadline. There should be constant and periodic auditing of the activities assuring that the activities will be delivered within time or implementing necessary changes, those could meet the deadline of the project. Time blocking technique can be recommended for the execution of the project and delivering it within the deadline (Badewi, 2016). Gantt chart not only helpful in scheduling the project rather it also support in dividing the load and resources among different stakeholders emphasizing on levelling the loads and managing all the activities and resources needed for the execution of the project.
Budget of the project is another crucial constraint for the project delivery as the overall delivery of the project is ultimately measured through the expense made during the project management of the budget of the project (Costantino, Gravio & Nonino, 2015). The Australian storage facility case study needs to establish a perfect estimation of the budget including the sponsorship, funding, financial helps, management of the funding and others. Budget estimation can be done wrongly, as the biggest fall of the budget estimation was the Boston Big Dig project that can be taken as example of how budget can be escalated up to an exceptional level due to improper estimation. This project will certainly include the constructions and establishment of the technologies those can be helpful in securing the oil storage and hence, delivering the project in an efficient and effective manner (Schwalbe, 2015). The initial phase of the project emphasizes on the resources and a technology needed for the delivery of the project and thus, the budget has been always made during that estimation. Risk management is a strategy that could be delivered for eliminating and mitigating the identified risks always considers the escalation of budget as a risk however; most of the times consideration is not paid to the distortion those could possible affect the budget of the project.
The lack in resources might push the growth of the project in backward direction as the resources are other most crucial objective in context to the project execution and it should be made available enough in manner to make sure that the project will be delivered without lacking in the resources (Svejvig & Anderson, 2015). The human resource and technology resource are the major resources those will be needed for the accomplishment of the project in this case study and lagging in these factors will alternatively results in influencing the quality of the project in negative manner. Resource management should be carried on in an efficient and effective manner for the accomplishment and delivery of the project.
The quality of the project is dependent on how effective and efficient monitoring has been done during the growth and development of the project. Quality and efficiency of other project constraints results in measuring the quality of the overall project (Hornstein, 2015). There are three major sectors for the accomplishment of a high quality project including the monitoring, proper communication, project tracking and ensuring that the output is of high quality.
Risk Matrix: It is helpful in identifying and managing the risks at the lowest level and managing the project constraints accordingly (Sanchez. 2015). This technique is helpful in assuring that all the risks have been identified and the project prepared for encountering the risks in future, assuring that the project will not be holding back the growth and development and thus, high quality of the project will be delivered.
Risk prioritization: It is very crucial objective in the context of the risk assessment to prioritize the according to their impact and eliminate the risks those are capable of affecting the successful delivery of the project (Marcelino et al., 2014).
PERT (Project Evaluation and Review Technique): PERT chart records the activities details in mapping manner and allows the manager to consider the flow of the activities and monitor the conditions for the early start and early finish and proceed the project objectives accordingly.
Financial Matrix: it is a record of the finance being expend on the project versus the funding gathered during the planning phase of the project. It supports the manager in identifying whether positive outcome can be made for the project delivery or not.
Quality Matrix: One of the best approach towards measuring the quality of the project and assuring that the activities and changes are being implemented within the project and delivery of the project is being managed as per the planning and expectations (Sears et al., 2015).
Schedule Matrix: The storage tank being established within the oil storage facility will need proper planning and scheduling of every small activity and objective of the project in manner to maintain the quality of the project and assuring that is higher than the expectations.
Project closure is of same importance as that of other four phases of the project including initiating, planning, executing, and monitoring and controlling. It allows the stakeholders to be disconnected from the agreements related to the project and assuring that the project has been handover to the real owner. Following is the list of activities included in the project closure activity:
Project documentation: It will be the list of activities and outputs gathered during the project execution process. Uncertainties, roles of the stakeholders, budget expenses, and resources utilized, stakeholders name, and their roles and responsibilities during the whole project execution (Kerzner, 2015).
Releasing resources: Most of the resources would be at taken at lease and hence, after the completion of the project, these resources will be released to the owners after proper documentation of delivering the resources.
Archiving documents: For the further evaluation and auditing, the project on how the project was delivered will be archived in manner to allow others to gain learning from the project. Experiences, uncertainties, and other concerns will be archived for the further utilizing the project.
Learning materials: The experiences and uncertainties should be identified in an effective and efficient manner for further utilizing the information and data related to the project.
Project sign-off details: It is important to keep the track and record of the individuals signing-off the project in manner to be released from the contracts and other legal actions (Badewi, 2014).
Celebrating project completion: Celebration of the project is necessary to make feel the stakeholders, as they have been rewarded rom the execution of the project.
Conclusion
Based on the above report it can be concluded that the aspects related to the execution of the project of establishing tank within the Australian oil storage facility. The expected timeline and budget had been already presented in the previous papers and this time the objectives related to the project execution have been proposed. These facts will be helpful in managing the high quality of the project and assuring that the growth and development of the project is as per the planning. Triple constraint and resources have been provided higher concentration in this project to make the quality of the project transparent, as it depends on the delivery of the project constraints. Output and expectations should be of ratio 1:1 in manner to make sure that the stakeholders and consumers are equally benefitted from the project. Project closure has been provided of same importance as that of the different phases needed for the development and execution of the project. Project management processes have been defined in this project considering the real world scenario as the provided case study. The Australian oil storage facility can utilize the processes and activities mentioned in the above report for executing the project in a successful manner and bring out positive outcomes. This report is a presentation of how the project can be delivered in successful and efficient manner and highlights the major constraints and activities those could be practiced for the effective delivery and output of the project.
