The project plan is based on constructing of Quota Park Pathway. The closing time of the tender is 14th February, 2017. Mackay Regional Council is the tendering authority. The council seeks submission from the experienced contractors in order to construct footpath within Quota Park. The project plan consists of supplying and installing of pipe culverts, fencing, paving, concreting of footpaths as well as turf signage.
The project will bring footpaths and bikeways within Quota Park into conformance with the local and Federal safety regulations. The plan requires providing the community at complete buildout.

The associated measures are footpath work safety plan, which ensures for adequate yellow warning lights. A road signage plan is established into the park due to change of footpath. Proper scheduling and budgeting management plan is required.

Change management risk: There are changes in the master plan of the construction of footpath within Quota Park. The risk occurs due to delay in project process and unsteadiness of the investment policies as well as regulations. There are changes in the investment procedures due to inconsistence of the governmental policies and regulations as well as deficient in financial plan.
Resource risk: Some of the project staffs are leaving the project permanently. The resources are absent from the project plan for extended time. Therefore, project plan has lack of resources involved with the construction work. The suppliers are failed to complete the allocated work on the planned schedule. It results into delay within the project plan. Late delivery of materials influences on the customer satisfaction level.
Schedule risk: The construction plan of the footpath within Quota Park takes more time to finish than scheduled due to lack of resources and scope changes. It also leads to increase in cost as longer time taken to finish the project costs more.

Waterfall model is used for the construction work of footway within Quota Park. This project lifecycle model can schedule all the project activities in deadline for each development stages. The construction work is proceed with the development process. Development process of the project processes through design, testing, implementation, troubleshooting as well as installation and it ends up with the operational as well as maintenance process. The waterfall model is easy to direct due to its rigidity. Each of the project phases consists of specific deliverables as well as process of review. In this particular model, one phase is completed at one time. Therefore, the phases are not overlapped with one another.
