Describe about the Crime and Violence Prevention Community Program (CVPCP).
Crime and Violence Prevention Community Program (CVPCP) is a community development program designed to run for a timeline of two years, after which the residents will have owned the program while crime and violence levels will also be reduced. The first two months of the project will involve survey and planning of activities that young people and the other members of the community will engage in. There will be at least two sources of funds for the project that will be provided in phases in order to meet the overall budget.
I have been working closely with the youth for over a year now. In this city, youth crime and violence is of high priority and of high-visibility concern. Violence has grown in the city and the youths are becoming disproportionately represented in incidence and severity of the trend, both as perpetrators and as victims. Violent crimes are currently committed in most cities in most cities. Even though this youth crime and violence is growing, there is a high number of evidence indicating that violence by the youths can be stopped and offenders be rehabilitated when appropriate interventions, policies or programs are adopted (Zwi, Krug, Mercy and Dahlberg, 2013)
Since the section of the community that is largely involved with crime and violence is the youth, this project aims at preventing young people from engaging in crime and violence. At the community level, this project aims at reducing the volatility of drug market, reducing market for stolen goods, reduce youth gang membership and reduce access to firearms. Apart from benefiting the community, the project aims at benefiting individual young people. At an individual level, the project aims at reducing low-wage likelihood, employment that is unstable, stressors that are economically induced, decrease alcohol and drug abuse, decrease dropout and increase school participation as well as eliminating the negative attitudes the young people have towards school.
Crime and violence in a city adversely affect the development of the city in many ways. When foreign visitors realize that there are crimes going on in the city, they stop visiting it and their benefits are lost. For instance, tourists like visiting the city once they are through visiting their areas of interest. In their visit to the city, they spend a good fortune around that grows the economy. This project will end violence and crime and remain safe for all visitors.
Every city develops as a result of the business activities that take place therein. Crime and violence leads to damaging effects because they involve both long-run and short-run costs by diverting resources that may have been used for development to measures of crime prevention. This prevents the local community to invest in their city. Crime and violence also make foreign investors to avoid putting up businesses and investing in the city as they fear making loses due to insecurity. This project will curb crime and violence and lead to investment within the city, thereby making businesses to flourish and the city to develop.
This project is required for controlling the high rates of crime and violence that diminish the safety of the residents. Crime and violence injures and sometimes lead to death of people living within and near the city. Since I have been working with the youth in the community, I found out that a large section of the community that is involved crime and violence is the youth. Most of the youths in crime end up being killed in criminal activities since they involve use of violence. This program is needed in order to save young people and enable them live more productive years.
According to Popple (1995), there are several models of community work that can be practiced depending on the need. Some of which this author listed includes community care, community organization, social/community planning, community action, black and anti-racist work for the community, community development, community education and feminist community work. These models apply different strategies depending on their role in community work.
In order to curb crime and violence within the city and help more young people, the most appropriate model to apply in this case is the community development model. Ledwith and Freire, (2015) point out community development model uses a strategy of helping groups to acquire confidence and skills in order to improve life. This is done through active participation. Most youths engage in poor practices such as crime, violence, school dropout and drug and alcohol abuse as a result of low self-esteem and lack of confidence. A program that uses community development model would be appropriate to improve their self-esteem, boost their confidence and in turn divert them from crime and violence.
Community development model emphasizes on promoting self-help through education. This model was championed in the early 1960s in North America (Popple, 1995). It evolved in Britain and after the Second World War the colonial office of the British were more concerned about it. Community development model is an active participation and an initiative of the community that uses techniques for stimulating and arousing it so as to achieve its enthusiastic and active response to development.
Crime and Violence Prevention Community Program (CVPCP) would address needs of children and the youth and it will also increase networks as well as resources in the city. In order to involve the youth, the project will ensure that young people participate in programs that build their self-esteem, increase opportunities for employment, provide outlets for positive participation and encourage them to participate in education. The program will include after-school activities and holidays, training programs, camps as well as sponsorship of sport teams. All these activities are aimed to bring all young people to the life of the community within the city as well as increase their opportunities for a wide economic and social participation.
In order to include the rest of the community and to ensure that they interact with the young people, this project would ensure that community networks and resources are built through different activities. Such activities would include playgroups, English classes, craft groups, celebrations and public parties, women’s groups, sewing classes and market days. Through these activities, the project ensures that everyone appreciates diversity, reduces isolation, crime, violence and marginalization.
Participation of the members of the community would be a crucial feature of this project. Members would be free to participate in activities that they would be comfortable with. CVPCP staff will hold regular meetings with the residents to ensure that a smooth daily flow of the project. Daily community development work will ensure that the residents fully participate in the project.
In order to evaluate the progress of the project, there will be project staff members that will be in charge. The staff will plan for meetings with different groups regularly in order to oversee the daily running of the project. Other meetings with the residents will be held to discuss the aspects of the project and whether there are rooms for improvement. During participation of the residents to the project there will be constant contacts, consultations, encouragements and sharing of information. This constant interaction will enable the project staff to evaluate the regular progress of the project. In the evaluation, the staff will take note of the numbers of residents participating in terms of age and regularity.
Analysis of crime statistics will also be part of evaluation (Govender, 2016). This would be done regularly after several weeks, say three. A decrease of the participants will be an indicator that the project is not doing well and the project staff will have to conduct a campaign to ensure that more people participate. Participation will be the most important aspect of the project because its ability to bring the residents together would in turn reduce criminal and violent activities.

According to the table, the budget for the project would be less compared to most projects since most of the funds indicated in different sections would be used in facilitating the activities. A large number of the personnel that will be involved as the project staff would be drawn from various non-profit organizations that we work for. The funds would also be used in the purchase of a few resources that will be required for the activities. For activities such as public parties and celebrations, the community will be contributing certain amounts that would fund the events. The participation of the residents in the project largely reduces the overall cost.
The Australian Government under Community Development Grants Programmed supports infrastructure development that is aimed at promoting stable, viable and secure economies. Under this program the Government is a potential donor of funds for this project since the project also aims at ensuring that local economies are protected (Department of Infrastructure and Regional Development, 2016).
Australian Communities Foundation (ACF) is also another organization that would act as a potential donor for the funds. According to Australian Communities Foundation (2016), ACF is committed to help build resilient and healthy communities by supporting projects or charitable organizations every year. Statistics indicate that ACF provide more than 500 grants every year under various categories. Community development, in which this project is designed is one of the categories that would enable it get the funds.
CVPCP project will begin by collecting views from the city residents about the direction it will be about to take. This will involve speaking to the residents using the available networks and through a random door-to-door survey. The survey will be done to promote discussions as well as promote the residents to own the project. If possible more of young people would be involved in the survey so that the programs may be modified better to increase the chances of curbing crime and violence first. After the survey, the residents would be invited to a one day meeting so that they would be included in planning for some of the projects according to survey results. These surveys, meetings and planning will go on for about two months before the implementation of the project. Once implementation kicks off, they project will run concurrently with constant evaluations twenty two months so that the whole project goes for a maximum of two years. This timeline will enough for making adjustments for any problems that might arise with the programs. By the end of the two years, the whole community will have owned the programs and would be left to run them to ensure that interaction goes on as much as possible.
The limitations and weaknesses of the project will largely arise from in difficulties to measure its impact on crime and violence reduction. The project assumes that an analysis of crime statistics within the city is the best way to measure the impact of the project on crime and violence (Govender, 2016). However, use of this approach presents various problems. For instance, residents may face crime and violence but fail to report it because he/she now knows the people behind it and fears for his/her life. Limitations may also be caused by logistic problems on the way information is collected and analyzed.
Apart from the weakness of relating the impact of the project to crime and violence magnitude, one more limitation may be faced in trying to engage the residents to the prepared activities. The main reason behind this is that there will be limited time when most residents of the city will be free to engage in these prepared co-curricular activities. Most of the young people spend a large part of the day in school and there would be very few chances of engaging them in the said activities.
