Smoking continues to be one of the biggest reasons for causing death and illness all over the world, according to Rozema (2018). Research already exists on banning smoking inside public buildings for health reasons for instance, cancer and heart attack. However, research on banning smoking outside public buildings, has widely argued. People become to realize the importance of banning smoking outside public buildings due to secondary smoking harmful effects of smoking. The definition of public buildings is important and will set the scope of this study.
Public buildings are the places that are used every day by the public. In another words, they are places where people mainly go for some specific reasons. For example, restaurants where people usually go to eat, schools where children go to learn and hospitals where patient people go to be treated. The aim of this research is to confirm whether or not smoking outside public buildings should be banned, for the following reasons: the impact of second- hand smoke on non-smokers, especially children, whether smoking outdoors can change non?smokers’ attitudes towards smoking and whether smoking outside places like schools setsa bad example to impressionable young people.
This will be done by conducting a qualitative survey.
Banning outdoor smoking has become a polemic topic which is widely discussed. Consequently, studies have been conducted in order to prove its negative impact. It is said that outdoor smoking has the same impact on what ??? as indoor smoking.
As a result, it should be banned. This literature review will clarify why it should be banned. Why smoking should be banned outside public buildings?
To begin with, an attempt was made by (Emeka, undated) to show why smoking outside public buildings should be banned. It is claimed that the initial aim of banning smoking outside public buildings is to protect the public from the harmful effect of smoking in general and specifically on non-smokers from second-hand smoke. Also, outdoor bans can help to improve air quality and decrease health problems that are related to smoking,( Emeka, undated). Another supporter of banning outdoor smoking is, (Thomson,2008) who stated, “the central argument is that outdoor bans smoking will reduce smoking being modelled to children as normal behavior and thus cut the uptake of smoking. Outdoor smoke-free policies may in some circumstances (such as crowded locations like sports stadiums) reduce the health effects on second-hand smoke1, will reduce fires and litter2, and are likely to help smokers’ attempts at quitting.” Moreover, according to, (www.tobaccoinaustralia, undated), “there is persuasive scientific evidence that smoking in crowded outdoor areas such as restaurant patios can lead to harmful levels of chronic second-hand smoke (SHS) exposure”. banning smoking outside public buildings might minimize smoking not to become widely spread and its use among smokers,www.tobaccoinaustralia (undated). In addition to this, Siegemay(2011) stated, ” a ban onoutdoor smoking may provide a symbolic victory.” It is proven that nonsmokers can exposure smoking by being nearby smokers even outside, Siegemay(2011). The views that have been mentioned virtually support the hypothesis which is smoking outside public buildings should be banned. Despite the fact that outdoor smoking is harmful and unethical, others see that it should not be banned as it said ” those who oppose outdoor smoke free legislation claim that it is ethically unsustainable because it does not respect the principle of freedom and autonomy of individuals, and there is insufficient evidence that secondhand smoke in these environments impacts health”, according to www.ncbi. Furthermore, Chapman (undated) mentioned that banning smoking in the hospitals is totally a fault because that can have negative consequence on patients. Even though the weakness of the views

On the other hand, Charlotte (2018) said, ” smoking outside poses no threat to public health, nor there is evidence that children start smoking because they witness complete strangers lighting up.” Also, According to www.healthychildren (2017) even children whose parents smoke solely outdoor, they are still inhaling the smoke. The only way to get rid of exposure is togive up. children whose parents smoke only outside are still exposed to chemicals in secondhand smoke. The best way to eliminate this exposure is to quit.”Smoking outdoor changes non-smokers attitude towards smoking. Smoking outdoor changes children’s attitudes towards smoking REF? It is suggested,”Children tend to copy what they observe and are influenced by the normality of smoking around them,” (www.bmj.com, undated). This means that outdoor smoking should be banned. Moreover, a survey conducted by sureda (2015) claimed that there is a sustainable support of banning smoking outside public buildings. The majority of respondents support a ban outside the places where there are mainly children, for example, schools. Also, approximately half of them supported bans outside public transport places for instance, stations. When the results were evaluated, it became evident that nonsmokers supported smoking prohibitions outside public buildings more than anticipated at first.

The respondent said yes, this can cause secondary smoking. It also makes it harder for ex-smokers who are trying to avoid smoking.

The speaker said yes because by seeing smokers smoke outside public buildings they can be encouraged them to smoke too.
Q4) preventing outdoor smoking can help smokers’ attempts at quitting.
The interviewee said yes (Q1). If you are quitting there is a lot of temptation and being with smokers (even outside) makes quitting harder.

The speaker stated that yes because passive smoking is a big danger.
Q2) Outdoor smoking is harmful to non-smokers. What do you think? The respondent agreed by saying yes I agree. Passive smoking is bad for people even none them smoking cigarette.

The speaker replied yes because children will copy what they do.
Q4) preventing outdoor smoking can help smokers’ attempts at quitting.
I agree with this. The smoker will fell shamed if he is the only person who smokes.

The speaker said no because cigarette smoke outside is not strong enough to affect air quality.

This could be said for any activity done in public in front of children. It is impossible to shelter children from everything.
In order to confirm whether smoking should be banned outside public buildings or not, the research conducted a qualitative survey. The qualitative survey was carried out specifically in the Higher Institute of English. Four teachers were interviewed. There were two men and two women. One man and woman smoke, and others do not smoke. and they were asked individually in order to give their own perspective about these four following questions below:
Every one of the interviewee took between 3 to 4 minutes to answer the questions.
When they finished, the information was written.
