The project charter is prepared for establishment of a social media research center. The project has to be completed within 8 months starting from June 2017 and for that the budget of AUD 50000.00 has been approved. The project would involve development of a web based application for promotion of this research center alongside the actual development of the research center. This web portal would contain details of major research projects that would be updated by Application Manager. This project would fulfill all the needs of the center including its application, network, hardware, and database software. The project charter document presented in the subsequent sections contains details of project objectives, measureable organizational value that project would generate, acceptance criteria, constraints, assumptions, stakeholders and lessons learned.
The measureable organizational value can be calculated by measuring the impact of project on certain areas like strategy, customer, finance, operations, and social area (Bright Hub Media, 2015). A ranking may be used for reflecting upon the importance of the project with respect to these areas as follows:

Researchers: Researchers would make use of the website for searching previous research reports that they need for carrying out their research work. They need the website to have all the project details and a ability to search using important filters that gets them to fetch required documents.
Employees: Employees of the organization would help in requirement gathering and in managing the website content update. Thus, they would be also involved in testing of the web application after it is built.
Website developers: Website developers would be working on the actual data posting requirements of the research center and should know the requirements in detail. These developers would be hard coding the system for development of the website and would also been taken help of while performing technical analysis (The State of Maryland , 2015).
Project Manager: Project manager would be responsible for initiating, planning, executing and controlling the project. He would have the complete knowledge of the project and would be responsible for managing human resources. Thus, he should be given enough authority to take major decisions about the project.
Project Sponsor: project sponsor would be providing funds for development of the research center and its promotional website. Thus, the project manager would submit the budget to the sponsor to get the approval for the release of funds.
Students: students would be the users who would be searching for research papers on the website and thus, their needs as users or members of the portal have to be taken care of. Thus, they can be involved in requirement gathering while planning the project (Time is Ltd, 2015).
Certain lessons may be learnt from the development project that would be recorded during project execution and would be compiled while completing the same. Further, there can be lessons learnt from previous projects that can be used for current project. These include:

Location of meetings: All the internal meetings would be carried out inside office but external meetings with customers or vendors with sales team can happen outside.
Purpose of communication – The purpose is to get feedback from client on time such that improvements can be made in project quality accordingly.
Mechanism – Calls and meetings would be used for exchange of information between team members
Change management – For managing change, Agile methodology would be used which would involve taking of feedback and making changes in subsequent iterations such that each iteration is treated as a sub-project (Szalvay, 2004)
Meeting agenda – A project management application would be used for storing the project progress information and the feedbacks received on project (Ernø-Kjølhede, 2000)
