At the initial stage of the crisis scenario, every business requires concentrating on the severity of the situation. Accordingly, it is essential to undertake the proper precautions by ensuring the strategic approaches before the crisis hit the business. The recognition of the impact or the severity of the crisis thus leads the business organisations to understand the value of the internal and external stakeholders (El-Sayegh and Mansour 2015). The workers often face the situational accidents at the construction sites. It is essential for the business owners at the construction sites to take the proper cautions to minimize the risks associated with the accidental hazards. The study will thus explore the evaluation of the strategic planning for managing the crisis situation at the construction sector in Abu Dhabi. The aim and objectives of the study will highlight the key features of the subject matter associated with the research. The literature study will develop the ideas about the crisis management at the construction industry in Abu Dhabi. The application of the proper methodological techniques would be helpful enough in conducting the research in a systematic way.
The governments of the countries have been facing the high level of the crisis situations in different industries. The crisis scenario brings out the potential threats for both the government and the business (AL Mousli and El-Sayegh 2016). In fact, mismanagement of the crisis situation can even lead to the economic knock-on effects as well. In current time, the business companies have been adopting the innovative techniques for conducting the functionalities (Oecd.org 2017). The level of the crisis is simultaneously increasing without the concerns of the companies and government. According to Thomas (2017), the increasing level of the complexities of the modern crises is usually involved with different actors above and beyond the emergency services. It is essential to manage the sound coordination during the functionalities to reduce the severity of the crisis scenario to ensure the successful outcome. In the construction industry, the workers often face the risks and crisis situations due to the complexities in the work functionalities. Moreover, the lack of proper skills or knowledge of the workers often leads to the crisis events. Hence, the strategic planning ensured by the businesses would be much helpful in such cases (Thenational.ae 2017). The maintenance of the open communication and structure planning of the construction functionalities is essential to prevent the accidental hazards often faced by the workers.
The construction industry in Abu Dhabi has been responding to the crisis management scenario by adopting the different types of the risk management practices. The construction sector in Abu Dhabi generally faces the recognizable problems due to the weather change. The changes in the climate create the significant impact on the economic developments. The year of 2015 was generally greeted with the sense of cautious optimisms in the construction areas (Rowlinson et al. 2014). However, many construction companies even considered the year as the unmitigated disaster. The construction market in Abu Dhabi is the faster growing economy in UAE. Accordingly, the risks in the construction sector are growing significantly. The study will thus explore the strategic evaluation to optimize such risks in the sector.
The aim of the research is to identify the strategic approaches that are effective enough in minimizing the emerging risks. The study will also attempt to focus on the relevant practices that are beneficial for the construction industry in Abu Dhabi.
Construction industry is one of the major contributors to the economy of the country. In fact, the sector is growing faster in current scenario. Simultaneously, the risks emerging at the construction sites are also increasing. It has been observed that the construction industry deals with different factors that are increasing the crisis level. It is thus necessary to identify the relevant strategic approaches that are effective enough in managing such crisis situations (Balasubramanian 2014). The literature study will provide the insightful ideas about the strategic planning to manage the crisis scenario. The literature study will also provide the industrial facts and figures of the construction industry in Abu Dhabi. The information gathered from the theoretical background present in the literature will be fruitful for conducting the entire research study.
The crisis management is the process of dealing with the situational hazards at the workplace by applying the theoretical model. The crisis management process is usually associated with the different activities that protect the negative consequences emerge from the crisis scenario. According to Al-Malkawi and Pillai (2013), it is essential to follow the strategic approaches that are preventing the hazards and make the firm survive with minimal loss. The crisis management process depends on the specific aims. These aims are as follows:
The crisis management situation is specifically concentrating on the quick and quality responses towards the hazards. The construction industry is specifically affected by the crisis due to the initial investment cost. The mismanagement in the investment cost may lead to the marginal damage in the construction procedures. Therefore, it is essential for the construction company to analyze both the internal and external environment on a regular basis (Jamil, Ahmad, and Jeon 2016). The recognition of the warning signals is presenting the alert of the emerging crisis. It has been noted that apart from the issues with the investment costs, the construction industry may face crisis due to the reluctant and lack of knowledge of the associated workers. In such cases, the company needs to pay extra attention towards fulfilling the needs and demands of the workers to keep them properly motivated.
In the construction companies, the crisis rate is increasing in keeping pace with the increasing demands of the business market. Hence, it is necessary to identify the relevant approaches of crisis management that can be fruitful enough in optimizing the probable risks. The construction companies usually utilize different approaches for risk minimization that are as follows:
Figure 1: Crisis Management Approaches
(Source: Gabler, Morgan and Adams 2013)
The escaping approach determines following the internal and external environment and making the continuous improvement. This continuous improvement would prevent the future possibilities of the risks. In such cases, it is essential to judge the current situation to predict the future implications. The proactive approach determines that the top management should pay attention towards the alternative solutions against the serious risks (Jessop 2015). The solving approach predicts the conditions before the crisis takes place. It is possible that the crisis sometimes signifies the positive changes to the organisation. Therefore, it is essential to measure the risk severity during the crisis scenario. The reactive approach determines the aggressive behaviour of the management personnel to mitigate the risks that may affect the internal scenario. Finally, the interactive approach evaluates the entire method of crisis management before, during, and after the crisis occurs (Fulford and Standing 2014). The involvement of the continuous learning process of the organisation and the self-control mechanisms is essential to establish the reputation of the organisation. The establishment of the communicational transparency is essential in this approach of crisis management.
It is to be indicated that the construction industry in Abu Dhabi is the leading contributor to the economy of the country. The faster growing sector ensures the marginal profit level acquired from the construction business. In current time, UAE has acquired the leading position for the most ambitious and mega projects underway in the world. It is estimated that by the year of 2020, almost 20 million visitors will visit the place from the international locations (Horta et al. 2013). The construction industry in Abu Dhabi signifies the significant growth in last few years. In recent years, a large number of the infrastructure works have been started in United Arab Emirates. Especially, in manufacturing airport, roadway, and port upgrade process, the role of the construction industry is much commendable. Currently, the airport expansion project in Dubai requires the investment of almost US$7.8 million. This airport has the capacity of accommodating almost 60 to 9 million passengers. It is even predicted that after the expansion, it can accommodate more than 160 million passengers.
It is important to state that in current time, the infrastructure of UAE has captured the international ranking. It is also specified that construction industry acquires the highest market share across the GCC in the year of 2014. The values and expected completion of the major projects is presented further:

(Source: Asif 2016)
Apart from the construction project of the roadways and airports, the retail, home, leisure, and health care construction are also depending on the high quality construction activities. Therefore, it is quite predictable that the construction industry needs to involve more workers to complete within the expected timelines. In fact, the construction industry provides the significant amount to the GDP rate of the country (AL Mousli and El-Sayegh 2016). The report published on 24th January, 2012, it was proclaimed that the Abu Dhabi Construction industry is not quite safe for the associated workers. Almost ten people died due to the accident occurred at the construction plan in the year of 2011 (Thomas 2017). It was noticed that the workers fell from the heights and were hit by the falling objectives. It increased the death rate at the construction sites much significantly. The report also revealed that in the year of 2010, almost 101 people died due to the occupational injuries. Hence, it can be considered that the government and the construction industry in Abu Dhabi need to pay more attention towards the improvements of the workplace safety and security.
The research methodology is the sequential and systematic procedure of conducting any particular research study. The research is based on the proper strategic approaches used for managing the crisis scenario at the construction sector in Abu Dhabi. In order to conduct the research, the mix method approaches would be appropriate. In this mixed method approach, both the primary and the secondary data would be collected to derive knowledge about the subject matter (Flick 2015). The secondary data will be collected from the suggestive books, journals, and website sources. On the other hand, the primary data will be collected through undertaking qualitative and quantitative data collection process.
The research methodology is based on the utilization of the appropriate research paradigms, approach, and research techniques. The research philosophy or research paradigm is divided into three divisions, such as realism, positivism, and interpretivism (Smith 2015). The study will be analyzed by extracting the real facts and truth related to the subject matter. Therefore, the use of the positivism philosophy would be appropriate for the study. On the other hand, the research approach is categorized into two divisions, such as deductive and inductive approach. The deductive approach formulates the hypothetical data from the existing theoretical concepts whereas the inductive approach develops the new theory by analyzing the information (Bryman and Bell 2015). Hence, the use of the deductive approach is much suitable for the study. The research techniques similarly divided into three forms, exploratory, explanatory and descriptive (Zikmund et al. 2013). The research will be conducted by using the deductive approach since it evaluates the exact subject matter by visualizing the real facts and analyzing underlying hypothesis.
The study will be structured by conducting both the primary and secondary data collection process. In the primary data collection process, the subject matter will be analyzed by gathering data from the number of population that have been experiencing the scenario in their real lives. In the quantitative data collection process, the survey questionnaire will be distributed among 50 random employees from the different construction companies of Abu Dhabi. The probability, simple random technique will be used for conducting the primary survey research. On the other hand, in the qualitative data collection process, the interview will be undertaken among 3 managers from the top construction companies in Abu Dhabi. The non probability, convenience sampling technique will be used for interviewing the respondents. The collected data will be analyzed through utilizing the statistical tools like MS Excel, regression analysis, and SPSS analysis.
The observation of the entire research study determines that the construction industry in Abu Dhabi requires focusing on developing the communication factors with the workers. The project managers need to make the workers aware of the best practices and the precautions that are needed to be undertaken for managing the entire construction process. It is essential to understand the major reasons behind such increasing rates of the deaths at the construction sites. It is also predictable that the lack of proper concentration of the workers to maintain the necessary precautions is also responsible for such accidental injuries. However, in such cases, it is essential for the management to understand the basic demands and training needs to ensure the minimization of the emerging risks at the construction sites in Abu Dhabi. Accordingly, it is also essential to promote the occupational health and safety regulations for the welfare purpose of the workers. In addition to this, the development of the appropriate strategic approaches is also necessary.
