The festival focuses on nurturing a culture of reading among children and teaching children some aspects of creativity and personal development.

The library also hires multilingual staff and organizes bilingual book clubs. Anyone new in the community can connect with other communities through the library and learn about the new community. The library partners with parents, giving a hand in child development by organizing programs, collections and services that give children a chance to explore, learn and engage with the world and their peers. Public libraries have undertaken the obligation of educating future generations and building thoughtful communities, inspiring the youth to pursue careers. The public institutions support the community they serve to make sure it becomes better every day. Through this event, the library serves its purpose, giving the community chance to experience writing in different ways. It also gives community members a chance to interact and share ideas, which nurtures a sense of unity. The library aims at nurturing a culture of reading in children and parents and it therefore fits as a community development event. Through the event parents and children learn a lot and most they will have a different perspective of writing and reading. In the future, the community will have more readers and writers.

Parents will also get an opportunity to discover their children’s interest and inspirations and even discover talents in their children. Any parent who is a writer or is interested in writing may also seek advice from an author on how to begin or proceed with their career. The invited authors are also stakeholders since the event increases their publicity. Moreover inspiring children to pursue writing and to be readers gives the authors fulfillment since they leave knowing they have changed a life. The library as a whole also benefits since the event boosts its publicity and it may get donations for books and other resources from the authors and other people in the society.
The event includes different activities and since it is free, many people are expected to show up. There is need for staff to maintain everything in order. The library staff will still undertake their duties in the library since most of the operations in the library will run smoothly. For example, books will still be issued and anyone who needs to return a book can still do. Visitors can also utilize the libraries reading rooms. Management will organize three meetings to brief all the employees/teams before, during and after the event. The brief meeting or an induction will be conducted on all new volunteers to establish several items of the agenda that management needs to implement. Briefing will also be conducted in order to determine the purpose of everyone and areas where they will be serving. Furthermore, management will also hold a briefing before the event to prepare for the response and offer instructions on when to meet after the event. The meeting after the event will be held two days to allow all volunteers and employees present reports on assessment of the event. The meeting will help identify areas of strength and weaknesses and offer possible solutions.
The event’s start and finish time are set so that volunteers can leave when it ends. There will be no alcohol in the event. The event’s venue will be inspected for possible dangers such as trips and slips and the potential risk areas will be marked as out of bounds.

It will also be marketed through industry influences such as the famous blogs. The bogs have a lot of traffic and anyone who reads on the blog will now about the event. The event should be added to the local events calendars both online and offline.
The main issues associated with marketing are the kind of sponsors to bring on board. The event organizers do not know what kind of sponsors to bring on board. Media sponsors will be beneficial to this event since it includes famous authors (Marek, 2014). The event will be publicized in the social media channels such as blogs, article publications or website. There are also financial sponsors and in kind sponsors.
The event targets, parents children and the youth. It also targets anyone interested in writing since everyone will have something to learn. Everyone who also loves reading should also attend the event since they will get a chance to interact with other readers and share ideas and experiences. The stakeholders include the invested authors, the event organizers, the library as a whole, children, parents and any other guest. Authors will boost their publicity, the event organizers may have financial gain while the library will also gain publicity and may attract donations.
To make sure that the event incorporates activities that will interest the target audience, the library should adopt a market plan. It should first adopt market segmentation, dividing the target audience into segments based on their age, and their interests (Armstrong, Kotler, Harker, and Brennan, 2015). It will then adopt targeting identifying ways of communicating with each segment. In this case traditional promotion methods such as announcing the event in occasions such as churches will target the parents while the youth will be targeted through promotion in social media. The library should also position, by highlighting the important guests in the event to encourage more people to attend and to stand out from similar events being offered by other organizations.
They may get financial sponsors who give money in exchange of the benefits outlined in the sponsorship agreement (Armstrong, et al. 2015). In kind sponsors who donate books and other resources used in the library instead of money and media sponsors who offer financial aid in securing media for the event.
The event organizers received a seeding grant of $5,000 from the local council to cover the costs of organizing the event. Every year, the library sets some money aside to fund a community event. The library is supported by tax payers’ money. It has a private wing from which it sells books and in some cases, it rents it space out for educational events and make some money. The library also received $7,000 from the education ministry to cater for the event’s expenses.

The event sector should not mainly focus on profit but benefitting the community especially the children and the youth to adopt a learning culture. Since the event targets parents with young children, it should be mainly marketed online since the parents are likely to be on social media platforms such as Facebook. The event organizers should sight the guests they have invited. Th approach will help make the event stand out and get as many guests as possible, in the advertisements and promotions. They should mention the top authors that will be present in the occasion to persuade more people.
Since the event mainly relies on volunteers, it is easy for the human resource department to be overwhelmed since the turnout may be very high. Hence, the event organizer should know what they are looking for and establish clear requirements for the positions. Retaining volunteers is quite challenging. Therefore, they should come up with incentives to make sure that volunteers will maintain their connection with the library. Volunteers should also be motivated through rewards so that they may offer quality services. Moreover, when the volunteers are motivated they will go beyond their job description and do what is necessary.
Since funds are limited, the only staff that should be hired should offer services that do not fall under the library staff’s job description. The staff should be temporary and they should offer their services inside the library (Ackovska & Petroska Angelovska, 2015). For example, the event organizers can hire library guides since there will be many people and they will be confused on where specific books are. The finances should also be used wisely For example, there is no need of offering food and beverages since it is a public events. People will come with their own food stuffs and the event organizers may also allow vendors to sell in the event but at a small fee. Security should also be highly maintained. The library can hire security guards for this purpose.
