In this paper, there is a discussion about the health environment and the safety issues in the plant. Health environment shows the state of the person including mental and physical condition (Dimaggio, 2013). Health environment belongs to a work-place environment. It totally depends on the safe condition of the work-place. There is the need to create a safe work environment in the company to ensure the safety of employees and the surroundings of the plant. Health environment in the work-place depends on upon the safety policies of the company (Akyüz, 2015). In this paper, CDC is considering as the expert agency.

 CDC (control of disease centre and prevention) is one of the nation agencies that is very helpful for supporting the health promotion. This agency was founded in United States of America in 1946 and this agency is based in Atlanta (Abara & Heiman, 2014). CDC is the company which is under observation of the Department of health and human resources. CDC is the national agency which conduct may program to prevent the disease. This is the federation for various activities to support the programs for health promotion and to prevent the disease (Athar et al., 2013). It is the responsibility of the company management and the company head to provide a safe working environment to the employees and the employers and to improve the health environment of the company. The goal of the company is to improve the health of the people and to aware the humans being for their health. In this paper, the solution to provide safe environment to the workers is given so that a head can take an appropriate decision.

CDC is the agency that works with the local partners at national level. This agency is wide speared and cops up the national and local workers. This agency is established for the prevention of the disease and to implement the new strategy to prevent the disease (Baker & Insurance, 2014). This industry is the leading industry of the medical and health environment science. Maintaining the health structure of human at the national level is paramount. The local public also supports this organization to prevent the chronic disease and the infection. It is also very necessary to treat the physical and mental disabilities of the people (Bertels & Lawrence, 2016). This agency is to create the awareness among people about the disease and the cautions during the disease.

Unsafe conditions and unsafe acts in the plant

CDC is the branch of public health that provides the protection against the effects of environmental hazards that can effect health of the people and affect the ecological balances which is very important for human health and environmental quality. CDC is the agency for and disease registry and toxic substances established in U.S. Department of Health and Human Resources (Abara & Heiman, 2014). This agency is the way to focus on the relationships between human and their environment to promote the health of the human and animals also and provides a safe and healthy environment. 

The problem is how to provide safety to workers of the plant. If there is unsafe condition in the gas plant, a head of company wants to solve these kinds of problems so she is consulting with the expert health control association (Abara & Heiman, 2014). This is also very important to find out the safety for the workers who are working in the unsafe environment. There may be many problems with them who are working in a plant so to provide safety to them we use the CDC Act. CDC is the agency which is very helpful to provide safety environment (Calixto et al., 2013). There is a need to start some policies and to make some strategies to provide the safe environment to the workers. So the problem is what the essential steps should take by the head of the company.   

We are considering CDC, national agency and the answers of all the questions given according to CDC.

There are lot of unsafe condition and unsafe acts in the plant according to CDC given below:

There may be some unsafe conditions in a company. If there is any damage and an accident occurs in the company work place then it creates an unsafe work environment. The problem of happening the loss or injury at any workplace is called the unsafe condition of the work place (Donohue et al., 2015). In the company if proper maintenance of the building is not being then there may be some damage in the building and it may leading cause of accident. The workers of the company could be injured in any incident. Due to earth-quack or fire, a lot of hazard to the men, machine and building can happen. An incident is the main cause of the decay of men power (Dowell, Haegerich & Chou, 2016).

If there is any task activity is doing and if any worker gets injured during that work that comes under unsafe act (Gillespie, Wigington & Hong, 2013). Unsafe acts depend on upon how a human act and how any human behave with others. Mostly unsafe acts are related to our actions what we do in our daily life.

Steps to rectify the noted safety concerns

The workers working in the company do not pay attention to the instruction. At the time of training sometimes, people do not hear about the instruction given by the trainer which leads to an incident (Gonzalez-Delgado et al., 2015). In whole training program, the disease and to cure them is explained by the trainer. But due to the less attention or the less interest, some trainee does not hear the trainer properly and they miss some points which may be cause of the incident (Gulzar & Manzoor, 2014). The unsafe handling of the materials is also an issue which may the cause of accident. There is another problem that can affect the safety. If we do not load and store the material with caution then it is also an unsafe act. There is need to use the objects and equipments correctly in the organization so that an incident can be avoided (Kagan, 2016). The workers should follow the direction given by the company so that the incident cannot take place. If there is an accident occurs then it will be the reason of physical disabilities and the mental disabilities also. So to avoid the pain and suffer, everyone should be aware of the caution and use all the safety measures (Kol et al., 2014).

There is a ventilation problem in the lab of plant according to CDC that is the cause of the infections and the chronic disease because unfiltered air is below inside the labs through the ventilation that is very harmful (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013). Through the ventilation, a lot of dust particles entered to the plant that was very harmful.

Due to the dangerous site of the place and dangerous gas, many disease particles took place.

A section of the facility including bio-safety was involved in the security incident.

If there are not policies of company to provide the safety to the workers that under comes the critical condition.

Lack of awareness is also an unsafe condition of the plant. If the workers are working in the plant and they are not aware of the effects and potential for an explosion caused by a natural gas leak, it creates an unsafe environment in the plant (Kumar, 2014).

There are some other unsafe issues and acts which may be in the company:

Unforeseen condition can be happened at any work place at any time that can be cause of a high loss of the physical (human) and the financial loss (Liao et al., 2013).  A client, public and employees, anyone can be affected due to the incident that is unpredictable such as earth-quack, tsunami, floods, fire, toxic gas and many other incidents. So, there is high demand to use the caution while working in the company (Loud, 2012).

If there is any crisis happens in the company then there should be an alert in the company. Management should ready to respond to an emergency situation. A head is always ready to respond to the worst situation; an admin should be appointed for the worst situation. In CDC act, every worker should ready for the each worst situation; they provide proper training to the employees (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013). The mind of every employee as well as head should set to use the caution for any situation. In CDC, there is an immediate action plan for an emergency. An emergency plan must be followed by the employees to provide the safety to everyone. As we take the example of fire, if any equipment catches the fire then there should be fire extinguisher to control the fire. All the equipment to control the unforeseen situation must be present in the company and every worker of the company must be aware of that (Mack & Centers for Disease Control and Prevention (CDC), 2013).

If someone is doing unconsciously in the plant then this may cause of unsafe environment. To make the safe environment, there must be a suitable person for the suitable job according to their qualification (Meyer, Yoon & Kaufmann, 2013). If anyone does not know how to start a machine then that person should not appoint for that job. So a head officer must recruit the suitable person for the job. To avoid the unsafe act, the worker must be aware of the job for which they are appointed (Paggi et al., 2013). A worker must be aware of to operate the equipment. A training session for the workers must be given. Everyone must be aware of the general security issues and they must be known about the prevention.  There must be a proper training for every employee at a certain period of time. Every employee of the company must have knowledge about the common ways of prevention if there may accident happens in the organizations (Riley et al., 2015). CDC is the agency which provides the safe environment to the humans. So a CDC workshop must conduct in every organization (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013).

CDC is the organization to prevent the health hazards of the human so CDC supports the public to prevent the disease and tell about the cure how to get rid of any disease and the physical disability.

A list of alternatives is given below that can be used by the company head and the employees for protection at the time of any incident:

A company head and the management must develop the emergency action plan to reduce the chance of the miss-happens. An emergency plan will be practical and appropriate that can be easily implemented (Rupp, Skarlicki & Shao, 2013). First of all, a company head should analyze through all the problems that can be happened in the future and then they should take the decision to make the emergency action plan. An emergency plan implements including all the emergencies that can be occurred in the workplace (Sana et al., 2015). A manager and the company head must inspect the company site at the certain time interval so that they would be able to predict all the emergencies. So a hazard assessment must be determined. All the machinery and the assets require repairing so the continuous repairing is very necessary (Schuch et al., 2014). The accident may occur due to less consciousness of the workers so the working hours should be less and the work environment should be good. According to CDC survey, a report is conducted, there should be a friendly work environment at the work-place so that a junior level employee can share every problem with the senior management and the mental pressure will be less (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013). Sometimes, mental pressure is also the reason for the incident in the company so this idea is also helpful to reduce the unforeseen situations.

In every plant, a procedure is very necessary for every management work. So there should be a procedure for an emergency action plan. The procedure which is especially required by CDC is to follow the rules and regulations by the employees to avoid the accidents. Every alarm should not be off at the time of shut down the company (Schuh & Camelio, 2013). Because any incident can be happened anything, it may be after the working hours of the company so at least one alert alarm remains on at every time.

A company head must take some essential steps to make aware every worker. For example, if there is an organization of gas plant, then every employee must be aware of how to operate the machines and must know about the effects of the gases. Every employee must now how to start and stop the machine (Shohan, Hossain & Sufiyan, 2014). Every staff of the CDC should know about the power circuit board. There should be a limitation for operating any equipment (Shukla & Garg, 2013). There should not be the access to anything, like if the speed of the machine is set to some limit then workers should not use the machine at unsafe speed. The access to anything may be the reason of the decay or any incident. So, CDC conducts various programs to create the awareness among the people for the safety and the health safety also (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013). There should not be avoidance for the security majors. As, everyone understands that the security is very important for any workplace, so there must be a proper use of safety equipment so that any physical disability could not happen.

There should not be the use of defective equipment. There must be a limit of using any equipment so everyone should use that equipment till a set time frame (Simonetti et al., 2015). The repairing of the equipment should be at the time to time. No one should use any equipment after the expiry date of the product and machinery. If anyone uses the defective tools or equipment, it must be the reason for the unsafe condition.  The workplace should not be congested; sometimes the congestion work -place environment may also be a reason for the unsafe condition. So, CDC advised that there must be spacious workplace so that no accident can take place (Gillespie, Hurvitz, & Centers for Disease Control and Prevention (CDC), 2013). A poor housekeeping is also the reason of any incident; cleanness is also a major reason for the security.

An unclean work place environment is also an unsafe condition so there must be proper house-keeping at every work-place. According to CDC Act, in every plant, there must be a contractor to maintain the safety policy of the plant (Snider et al., 2014).  Every company head must give the contract to some suitable person so that the safety condition can be maintained at a time to time. In the company, if there is fire took place incidentally, a fire alarm system must be installed for that. A warning alarm should be installed in the company so that it can sense id fire exist I n the company and buzzer the warning alarm automatically (Strauss, Olbrycht & Woo, 2013). CDC creates awareness in the people for the safety of the men power that must be followed. After studying all the issues, CDC made a report of the problem of the company and advised to take these appropriate actions so that any unsafe condition in the work place can’t occur (Steele et al., 2013).

CDC considers that these unsafe conditions do not affect only to the employees of the company but also to the public surviving around that company (Tate, 2013). If a company met with an accident then it will affect not only to the workers or the people in the company but also to the entire surrounding. CDC takes an example of “Bhopal gas tragedy” in that accident, not only the worker got affect but the entire public roaming around the gas plant got affected (Topf, 2015). If a big incident happens in the company then it must affect the entire surroundings and decay the natural resources also for a long time period.

Who or what is affecting in the accident happens in the company help the head engineer to modify the actions to address the problem because it is affecting the human being and animals also surrounding to the company. It also affects the entire environment nearby the plant (Ugwulashi, 2014). The workers who are working in the company are not properly aware of the miss happenings then how public will be aware of the danger. It is very common that people do not understand the danger that lives nearby to the plant because they don’t know the work place environment. It is not easy to predict the incident but company head should follow the precautions to avoid the incidents. Company head needs to differentiate between who and what is affecting sue to the miss-happening and then she might take an appropriate decision for the welfare for everyone. According to CDC, if a company head is thinking only about the workers and planning only for the safety of the workers then this issue of an unsafe condition will not be solved (Ulrich, 2015). CDC advised to analyses the whole firm and the area including surroundings of the company. Without proper analysis, a company cannot be established in any area. Proper inspection by the CDC should be done at time to the time or at the quarterly time span so that the predictable incidents can be stop by using caution (Wagner, Wu & Sood, 2014). It is the duty of company head to make the work environment safe and to provide the safety to public as well as workers of the place. CDC is the agency that works as the consultancy for all type of companies and the public also. It is a welfare association for the society.

The engineer should be considering each and every aspect of the issues related to the health and safety of the employees working in the company. The major responsibility of the engineer should be to report the health and safety concerns of the workers in the business environment that might occur in the future to the top management level in the operating unit of the organization (Westfall, 2015). The engineer is to be held responsible for the mentoring and prevention of the chemical, biological, and physical dangers through the convenience of the employment locations. The engineer should be incorporating the health standards for disseminating the establishment. He should be guaranteeing the quality management measures for establishing and scrutinizing the regulation aspects of the health and safety issues within the business environment (Abara & Heiman, 2014). He should be guiding the inspections of the health and safety plans such that to manage and recognize the momentous loss producing disclosure. Maintenance of the workplace and all equipments is also the most important step that should be considered by the engineer head at a certain span of time (Athar et al., 2013). The engineer should be responsible for advising the management to impose the legislations for improving the working conditions for avoiding any accidents and he should be identifying each aspect of the issues related to health and safety issues in the workplace. He should be responsible for covering the healthy and safety regulations over a wide range of basic health and safety issues all around the work place.

For the prevention of the health and safety hazards in the business environment, the company should be installing emergency alert system within the business premises. The installation of emergency alerting system would be requiring huge initial investment for the company (Gulzar & Manzoor, 2014). However, it should be noted that this emergency alert system would be helping in predicting the emergency in the working environment such that to make the employees aware of the emergency. This creation of awareness in the employees working in the business environment by the emergency system would be enabling in averting the health and safety disaster that could be occurring if the emergency system is not established without the business environment of the organization (Kol et al., 2014). As we take example of fire, if any equipment catches, the fire then there should be fire extinguisher to control the fire. All the equipments equipment to control the unforeseen situation must be present in the company and every worker of the company must be aware of that. This emergency system would be enabling the employees to be aware of the subtraction such that to respond to the merges situation like fire in an effecting way. This could help the company to prevent any losses, which could be caused if the emergency could not be averted. Conclusion:

In this paper, all the situation of unsafe work-place condition is discussed in detail. The crises that can be happened in the company are discussed above in this paper. After studying the case study, an appropriate solutions for the problem is given in this report. The detail of actions that should be taken by the head of the company, is described above. As we all know that safety is very important for every place. But work-place demands the more safety than other places. So there must be the use of security equipment. As the head of the company is consulted with the health and safety control consultancy that is CDC then it is advised to make use of appropriate things the company. Maintenance of the workplace and all equipment is also the most important step that should be taken by the company head at a certain span of time. In short, it can be said that CDC is the best health and safety national agency of the USA that delivers the best knowledge about the safety of any workplace and provides the protection of people against any disease and the accidental disability. CDC is the national agency that is the best consultancy all over the world to control the disease and to protect the human being. It provides the safety to the humans to feel them secure while working in a plant. By using the guidelines of CDC, anyone can create the safe working environment so that the unpredictable things can be stopped. The decay of employees and assets can be stopped by using the guidelines of CDC. It will be very helpful to make the healthy environment of the work-place.

There are various measures that should be taken by the workers as well as the company head so that a safe working environment can be provided to the employees and to the surroundings of the company area. It is concluded that a plant head must take the appropriate steps to ensure the safety of the natural resources as well as employees. Because it is the responsibility of the company management and the company head to provide a safe working environment to the employees and the employers and to improve the health environment of the company. In short, it is concluded that CDC provides a safe work environment to the public and create the awareness among the people to prevent the disease and improve the safety so a company head should use the above-discussed facts to avoid the unsafe working condition. To make a secure and healthy working environment a company head must use the emergency action and follow the company procedure described by the CDC (control of disease centre and prevention).
