Even though BOB has been a distinguished employee for the organizations and managed several projects with success for the clients, but experience not always brings leadership quality [5]. At least Bob, in this case has not been able to demonstrate that correctly. In this case Bob has not been able manage the risk that has arisen in the constriction project and the primary reason is the lack of proper plan which is an important quality of a leader, think ahead and plan properly for the project.
A project leader is also expected to take decision on spot for which plan has not been done before [2]. Instead of formulating strategy to run the project resolving the arisen issues, Bob has used the worker for the personal work which is not expected from the leader as it is hampering the progress of the project. Hence it can be said that Bob has not been able to demonstrate leadership skills for this project.
PM Execution:
The execution of the project has not been going well. Bob has used the worker in personal work, neglecting the interest of the organization and stakeholders associated with it. Even though he has been reminded by Jim that what he is doing is not ethical at all he has neglected that and tried to manipulate Jim with false justification. The correct alternative in this case is to build a portable shelter so that the shelter can be moved along the work place [6]. The shelter should be made with material that is water resistant. It will help to continue the work even during the rain, thus ensuring smooth execution of the project [8]. In order to build the shelter for the project the professionals should be chosen who has done these kind of work. It will ensure that the solution is not only.
PM Risk Analysis:
As the construction work was to be executed in the winter and spring season, it should have identified the risk of rain as the rain can slow the progress of the project specially the carpentry works as it cannot be executed in the direct rain.in order to mitigate that proper shelter should have been made for housing the work.
Next the project should have identified the risk of the payment dispute like how the payment would be done if the work cannot be done even though the workers are present. A detailed payment structure should have been to make the worker agree that if the workers are not able to do the work then some portion of the salary will be deducted that will be adjusted with work hours for the working days. However the plan to build the shelter in the first place will have solved the payment issue as well.
Ethics Assessment:
The decision of Bob not to give the carpenters the full salary is not as per the law. According to law, if the workers are present in the construction site and the employer is not able to provide the working environment, the employer has to give the salary for the days the workers are present [10]. According to the PMI codes of ethics and personal conduct, A project leader is always expected to give preference to the interest of the stakeholders, the personal interest is always keep aside at least till the time the interest of the stakeholders for the project is not fulfilled [4]. Hence it present an ethical dilemma for Jim whether to report this to the higher authority or just leave it thinking it whether it is justified for a new employee to raise question against the senior superintendent.
Ethics Alternatives:
There are only two alternative choice either to tell the higher authorities about the unethical practises by Bob or to let the matter ignore. Now each of the choice will have some pros and cons. If Jim tell the higher authority it will be good for the organization but Jim has to face the consequence of whistle blowing against senior employee having a commendable position in the organization. Now if he ignore the matter and follow the senior employee and his order, it might seem ethical and it might be good for his position as he will get favour of Bob which will definitely help him prosper in his position and carrier, though not ethically complied.
Ethics Analysis:
According to the PMI ethical decision making framework, whenever ethical conflict arises between choices, individual should act in the ethical way that ensures the greater interest and any personal gain or interest should not be give preference [7]. Thus Jim should take the decision of making the organization aware of the ongoing activities on the construction site as it is justified and supported by the ethical decision framework
Ethics Application:
If Jim take the decision of reporting the incidents to the higher authority it might be against the superintendent and the organization might take decision against Bob. The decision might even go against Jim if Bob manipulates the situation and organization might even go with him due to his outstanding service for the organization for so many years. Although it is expected from every employers to respect the senior employers who have achieved success while serving the organization, but there should be certain limit [1]. However as per the ethical principle, if the same person do unethical activities with inappropriate use of power and position, it should be questioned without hesitation as no one is above the organization [3].
Ethics Action:
After analysing the entire situation and considering the relevant question, Jim should take the decision in favour of the organization and the workers. But due to unethical practises by Bob, the workers are not getting proper salary and the project execution is also getting hampered. Hence for the greatest good Jim should go against Bob and report the actual incidents to the organization without thinking about the short term consequences. The decision will not only be fair as per the ethical principles, it will ensure that everyone associated with the projects is benefitted, not just an individual one and that too unethically.
