The special needs shelters are important for the people who are having low quality housing and the older people who are sensitive to the changing situations, the shelter which has to be stuffed with medical devices, food and bedding. The shelters must be either public buildings or school buildings (Xiong et al., 2012).
The members of the group of emergency operations would gather at regular intervals in order to inform each other about the actions which would be taken and the problems must be encountered.
