The revitalization of an economy and growth is referred to as discovering and conquering new lands and finding new resources in the lands conquered (Hayes, 2011). But in recent times, the concept has changed with the changing mindsets of people and leads a better life. Revitalization now is not confined to simply conquering new lands to use its valuable resources but to develop in the process of procuring these resources. People wish to grow their communities through proper economic planning and solving the issues related to the community. Whenever there is a crisis in the economy such as an increase in the population, need for infrastructural constructs, to provide more than basic needs to the society, and depletion of the available resources, the need for revitalization of the economy is considered (Clapp & Dauvergne, 2011). Nevertheless, these changes can be accomplished only when people start shifting their focus from just restoring their heritage but also embrace new developments to improve the economy.
Clipper Bay is one such location which is paving its way towards economic and restorative development as well as preserving the natural heritage of the area. Clipper Bay is a small community with a population of 5000 situated in the tip of a peninsula. The town’s economy is mostly dependent on its marine life by way of fishing and businesses related to fishing. The Clipper Bay community has kept its heritage of fishing alive and its unique limestone caves make this town a scenic beauty. As Florida is booming with its modern developments, the local government of Clipper Bay is considering their options for any scope of economic development. The aim of this report is to act as a Chief planner and prepare a plan that will develop the economy of Clipper Bay. Looking at the prospects and what developments it can bring in to this town, it has been provided with an investment worth $50 million to revitalize the local economy. This investment would offer opportunities for supporting the economy and extend opportunities related to the workforce. Though a constant restraint may be seen within the people of Clipper Bay, with little social cooperation and time, the economy of the town can be improved in a sustainable manner considering socio-cultural and environmental elements as well.
The most appropriate approach to revitalize the economy of the region is to identify the potential industry that will boost the economic growth and help in its development (Ayeni & Ebohon, 2012). In Clipper Bay, fishing is the primary means of earning a livelihood and has the potential to bring growth to the community. Apart from fishing, the tourism industry has the potential to flourish in Clipper Bay. This will also enhance the lifestyle of the community, and connecting it with fishing and including farming, the plan for development can be achieved successfully. The responsibility of the Chief Planner should be to share the same vision among the members involved in the development plan. The vision of the development plan should be shared with the local authorities in order to smoothly execute the plan and gain a strong local support. The local public can help in giving a proper feedback on the areas for development in the region. The developmental plan will be formulated considering the financial, economic and political stability of the region. Other factors to be considered are the availability of the required workforce, availability of resources and support from local people and government.
The geographical location of Clipper Bay serves as a favorable location for its existing industries to flourish. Fishing is the primary occupation carried out by the locals of Clipper Bay as it is supported by marine area, the forest area, rocky beaches, and unfertile lands. This helps the locals to earn their livelihoods and supporting their economy. The theory of comparative advantage between industries is the best possible way to determine the potential industry that will support the economy of the region (Deardorff, 2011). In the case of Clipper Bay, the fishing industry can be compared to any other potential industry that may help in developing the economy of the region in the future. For this purpose, Tourism has been assumed to be the potential industry to support the economic revitalization of the town. There are factors which can stand out be a comparative advantage.
People at Clipper Bay are mostly dependent on fishing as their primary occupation which makes them available for many other occupational activities such as tourism activities that will provide an opportunity for them to improve their economic condition and lifestyles.
Tourism activities do not require too many resources to attract tourists. Despite fewer resources, scenic beauty of the Clipper Bay region will be the foremost reason to grab the attention of tourists. Necessary resources such as food, water, and shelter are easily available in the region.
Clipper Bay serves the purpose of providing both resources and scenic beauty to the tourists. It can be a perfect vacation spot for tourists who wish to experience both fun at sea and adventure on the hills. Therefore, Clipper Bay will have a competitive advantage over other places.
Clipper Bay is one such beautiful place in the tip of the peninsula that is abundant in flora and fauna. Due to the scenic beauty of this place, tourism activity has flourished in this area in recent years. The area is surrounded by coastal roads and one highway that is built across the coastal roads makes the reachability to the nearby hills easier. The local government stands in support of building better connectivity to the mainland and accessibility to reach different locations. As tourism is suggested as the best possible way to boost the economy of any area, Clipper Bay seems like an ideal location for tourists to visit. The region consists mostly of local people who act as guides to the tourists and make their stay comfortable. The region has an abundance of scenic beauties that attracts tourists and bringing in monetary benefits for the local region. The region requires a sustainable economic planning and projects that can help in revitalizing the economy and restoring the depletion of valuable resources that the region has to offer. The population of Clipper Bay is increasing and populating the area which also requires a proper plan to make people live a sustainable lifestyle.
To promote tourism in Clipper Bay and generate higher revenues out of the tourism activities, there are few options and approaches that can be pondered upon. In any tourist vacation spot, there are specified times when the tourists visit the places. There are peak seasons which welcome most of the tourists in the region who enjoy their stay considering the environmental conditions of that of the year in that region. Also, there are off seasons when the tourists visit these vacation spots. The plan can be prepared considering the seasonal approach. In the seasonal approach, the locals can conduct fish festivals, act as tourist guides for beach walks can be done. During the offseason, hiking, mountain climbing, and local markets can be accessed as a part of the plan. Despite these plans, sustainability in tourism activities can help to shape the economy of Clipper Bay. Ecotourism can be a better opportunity to promote tourism in Clipper Bay as it is close to nature and specific set of tourists’ loves visiting these places to relax and enjoy (Dr?gul?nescu & Dru?u, 2012). In the current environmental scenario, coastal regions suffer the bad effect of environmental changes (Nishanth, et. al., 2012). Therefore, investing in tourism activities that support sustainability is a great opportunity. Clipper Bay also has mountains by which various tourist activities such as hiking, mountain climbing, mountain biking and so on can be promoted to attract tourists who love adventure.
Although different sustainable approaches are being coined to develop the economy of Clipper Bay, preservation of the natural beauty and cultural heritage will help in promoting a healthy tourism. People spend hefty amounts on vacations and specific locations only to gain mental peace, release their stress and spend quality time with their loved ones (Schanzel, Schänzel, Yeoman & Backer, 2012). This is the reason to build a plan that will attract these tourists to enjoy the natural beauty of Clipper Bay. This plan will also promote employment opportunities for the local people as the tourist activities increase in the region.
Infrastructure plan
The basic infrastructure plan will include constructing good roads, hotels, and medical facilities, ports near the sea, watchtowers, signaling building, electricity, parks, benches, and restrooms that are necessary to support tourist structures. The infrastructural planning can be based on building appropriate locations according to three categories of tourists. There are tourists who may visit Clipper Bay for just having fun and go hiking, stroll on beaches, attend the different seasonal festivals and explore the local markets. For these visitors, hiking tracks, shacks on beaches, arrangements for visiting the local markets can be done. There are investors who would come to Clipper Bay to visit the town and explore in their areas of interest. Also, there are researchers and tourists who might visit Clipper Bay to explore the historical locations of the region.
Tourism planning can never be feasible without making changes in the superstructures. The superstructures can be constructed at the shorelines of Clipper Bay by gaining proper authority as a part of the plan. Some of the examples of superstructures are docks, ports, lighthouses, watchtowers and keep rooms.
The first category of shareholders include people who have a direct relationship with the planning process. The second category of stakeholders includes shareholders, managers, investors, suppliers, clients, and owners. This category includes the most important category of stakeholders. The third category of stakeholders includes activists, media, public administration, and non-governmental organizations.
Economic advantage
Tourists are the life support of any tourist attraction location as they come with various advantages that prove to be beneficial for the country or the region. Tourism helps in improve the financial stability of any country as tourism generates huge amounts from various tourist activities. It also aims at providing opportunities for employment, especially for the local people. Tourism also promotes an increase in the business activities at the local shops, restaurants, and hotels (Newsome, Moore & Dowling, 2012). Clippers Bay has a great opportunity for attracting foreign direct investments and entrepreneurship through tourism. A place which is abundant in culture and scenic beauty will attract more tourists which will eventually increase the popularity of Clippers Bay in the coming years.
Although there are several advantages attached to the promotion of tourism in Clipper Bay, there are disadvantages too needs to be considered. The most common disadvantage is the effect of increasing population on the environment and specifically the marine life at Clipper Bay. Even when there are measures taken to conserve the environment, tourist locations may face the damage due to activities of tourists. It is also seen that seasonal tourism does not generate much revenue in the tourist areas. There are hotels and restaurants owned by foreign companies which do not contribute to the economy of the country.
Socio-cultural advantages
The socio-cultural advantages of developing tourism at Clipper Bay can be the creation of opportunities to know about cultures of tourists coming from different parts of the world. Tourism will help to promote the cultures, festivals, local cuisines and heritage sites of Clipper Bay. Tourists also include researchers who visit different places to do research on historical places and heritage sites. This will help Clipper Bay to get a limelight on their research and people will know about this place as an amazing tourist attraction. The nearby workforce will also be benefitted by the inflow of tourists in the region. The region will also learn new languages from the tourists.
The inflow of tourists can sometimes be a disadvantage to a tourist location for various reasons. Once the region gains popularity from tourists, they keep coming back to the place. During the peak seasons, when the inflow of tourists increases, it may lead to overcrowding in hotels as well as the tourist destinations. The sea beaches can be overcrowded with tourists that may pollute the seashores and the nearby lands (Šergo, Matoševi? & Zanini-Gavrani?, 2016, January). Overcrowding can lead to the surfacing of health issues that can be a serious threat to the tourists as well as to locals residing in Clipper Bay. There are possibilities of illegal activities taking place around the region that may go unnoticed. There is also a great possibility that tourism may result in the loss of identity of the region.
Environmental advantages
Urbanization and rebuilding the Clipper Bay may bring various tourism opportunities in the region. Tourism will demand the beautification of the region which will require to install litter boxes, advertise green environment, using organic and eco-friendly techniques by locals, installing bio-toilets for tourists, and promoting no use of motor vehicles in the region. This will help in contributing towards the environmental safety.
Although there may be reasons that might demand beautification of Clipper Bay, there are possibilities it may also hamper the natural habitat of the region. With the developments and deforestation to build infrastructures for tourist attractions, can lead to impacting the wildlife and marine environment.
Conclusion
As per studies, ecotourism can encourage social developments as well as bring economic developments for the citizens as well as the region they are residing. In order to develop the region or a community, employment of the local people and diversifying their economic activities becomes a necessary part. Foreign direct investments are a way of investing in necessary areas of improvements (Othman, Salleh & Sarmidi, 2012). With the inflow of foreign direct investments and entrepreneurship in the Clipper Bay region, the scope of investment and improvements can be made. Clipper Bay offers the opportunity of enjoying the beauty of both mountain and sea which becomes a great deal breaker and can attract a greater number of tourists to visit the place. The amount invested in tourism activities will give a rise in the income levels of the locales and will multiply itself and improve the profitability of the entire region. Clipper Bay should be following the sustainable ways of carrying out tourism activities as the need for preserving the environment and nature is very essential. It is also important to consider the preservation of the natural resources available in the Clipper Bay region. The promotion of tourism activities should not solely focus on increasing the profitability of the region but also to protect the environment safe and sound. There are multiple advantages associated with the promotion of tourism activities in Clipper Bay region which eventually depends on the people residing there to benefit themselves with the available resources and improve the economy of the region.
