The primary goals of the project are to develop a holistic approach for focussing on meeting the policy outcomes of ensuring improved inclusion and competency for individuals with mental disabilities. The SMART goals approach will help in the timely development of the research outcomes and assist in the development of a more competent and improved strategy for the inclusion of individuals with mental health complications (Oleksandra et al., 2019). The SMART goals should be developed for both short-term and long-term objectives. The development of SMART goals helps in the application and development of project outcomes in a specific, measurable, achievable, realistic, and timely manner (Stonehouse, 2018). The SMART project goals for the proposed project can be as follows:
The goal I: Development of guidelines and policy frameworks to minimise the incidence of racial discrimination in the community spaces within the first three weeks of policy implementation.
Goal II: Delivery of awareness workshops and training at the community level to minimise stigma against mental disorders within the first four weeks of program implementation
Goal III: Conducting a systematic evaluation of the impact of mental health competence building workshops and discrimination and minimising seclusion workshops in the community every four weeks.
The 2030 Agenda of the government of Australia has been developed in alignment with the universal goals that focus on improved sustainability and well-being across different communities (United Nations, 2018). The goal of Australia is to focus on global prosperity and stability in the region and promote the global well-being of the individuals (Durand, 2018). The purpose of these goals is to promote equity and enhance sustainable living for individuals.
Equity and sustainability can only be achieved if all the individuals of the community are included in the process of decision making (Mensah, 2019). Therefore, ensuring active participation and inclusion of the individuals with mental health disabilities and minimisation of stigma and discrimination against them is directly in alignment with the global goals. The Australian government also aims to close the gap between the Indigenous and the non-Indigenous individuals of Australia (Schultz, 2020). Focussing on policy actions to minimise racial discrimination and social disparities will thus help in focussing on closing the gap between the Indigenous and the non-Indigenous individuals and promote improved outcomes in alignment with the global goals of Australia.
To apply the developed recommendations, a systematic approach needs to be followed that will be in alignment with the recommendations of the policy development. The following tasks need to be taken into consideration for the implementation of the policy actions:

The purpose of the project deliverables is to outline the key items or outcomes that are expected out of the completion of the developed project (McNair et al., 2020). Therefore, identification of the project deliverables is beneficial as it helps in the assessment and identification of the primary outcomes of the plan and helps in planning in the direction of the same. The following risks are associated with the completion of this project:
Physical risks: No physical risk is involved in the study
Chemical and biological risk: No chemical or biological risk is imposed on the individuals involved in the study.
Psychological risks: It is possible that the participants involved in the study may get overwhelmed with the processes of plan implementation and evaluation.
Mitigation strategy: To mitigate the incidence of psychological risk for the individuals, systematic and informed consent will be collected from the participants. This will ensure that the participants who are involved in the study are aware of the risks of participation in this research and its implications of the same. In conjunction, the participants of the project implementation will also have the freedom to leave the project when they do not feel comfortable with the project completion and assessment (Glaser et al., 2020).
Ethical risks: The ethical risk in this study is associated with the participation of individuals in the process of research without valid consent.
Mitigation strategy: The participants of this study will be based on a collection of valid and informed consent and in alignment with the ethical principles of beneficence, autonomy, justice, and non-maleficence (Schleidgen & Brothers, 2020).
Economic risks: There are no identified economic risks associated with the implementation of the plan.
The project will be implemented for the course of six months and will be applied in alignment with the developed goals and the set objectives. This will help in outlining the estimation of project planning and deliverables. The primary costs of the application of this plan will be associated with the payments to be issued to the care service providers for plan implementation. The plan should be applied to a limited geographical area. Each community worker should be paid as per the standards of the province in the range of $8000-11000 AUD per month.
No additional costs are associated with the project implementation and completion.
The evaluation of the project outcomes needs to be done in a timely manner and through systematic strategies (Sanders, 2018). The purpose of the evaluation is to ensure that the application of policy frameworks and their tasks is assessed and are further improved. The evaluation will be done by a collection of direct and indirect feedback (Patton et al., 2018). The direct feedback can be based on the conduction of surveys with the target population and observing the assessment of the training and workshops for the development of competence and inclusion in the community (Mason et al., 2020). In addition, evaluation of the developed policies and frameworks can be done by assessment of the engagement of the stakeholders and analysis of the adherence to the developed policy frameworks and their outcomes. The process of evaluation will help in understanding the strengths and limitations of the developed policy objectives and also help in their improvement to achieve the delivery outcomes (Mason et al., 2020). A direct assessment of the policy objectives and their assessments can also be assessed based on the achievement of its categorical milestones in the developed timeframe. This will help in tracking the project deliverables and help in assessing the pace of interventions for further development and assessment.
