The real estate developer are the head of the business of building and construction and they control the business. They are sometimes called as developers. This multi-faceted business of real estate involves a huge amount of uncertainty and risk which are mostly borne by these developers with the expectation of gaining a bountiful profit. The main motto of preparing this report is to highlight the ability of the presenter in managing, establishing and evaluating the performance of the different sub-contractors as a sub-contract manager.

To elucidate our understanding about the project portfolio management this report has been broadly categorised into 5 parts with several subparts in each of them. The final major part of this report highlights the ways and extent up to which the chosen sub-contractor has been able to stand up with the expectation of his contractor and developer. Thus, the efficiency of the contractor and the subcontractor has been improved and the harmony has to be maintained in building and construction business.
In building and construction, there are several subcontractors who are engaged on different type of work (Sears et al. 2015). We are now working on the project where we give a subcontract to an electrical subcontractor. Deficient: The electrician with marginal knowledge about his contract details and who often turns out to be un-cooperative with others are said to be deficient in their performance.
Inadequate: People having inadequate or no knowledge about the contract documents and who often turns out to be non-cooperative is termed as in-adequate workers. They often do not meet the requirement criteria and fails to deliver work on time.
No Evaluation: No evaluation is done when there exists no direct legal contract between the sub-contractor and his appointee. Hence without legal contract they are not obliged to have the same performance criteria as other sub-contractors do. Hence, they are not evaluated.

The performance of the sub-contractor can be assessed by the performance evaluation report prepared at the end of any project and even the interim reports. The report is usually prepared by the contractor and the performance managers based on the ratings given by various people. According to the performance evaluation report, the chosen sub-contractor like electrician in this project is being judged. He should be evaluated during the projects and the documentation should be used to complete his rating after completion of the work. Finally the complete report is going to be undersigned by the supervisor or project manager stating the efficiency and validity of the electrician as s sub-contractor in his field.

The sub-contractors are made aware of their status and position through Notice, Review and Appeal.
Notice: The purchasing division of SHA is responsible for mailing the performance evaluation report to the contractors and sub-contractors respectively. The electrician who receives inadequate performance as his evaluation remark gets the report via special mails (McCue & Davidson, 2015).
Review: The subcontractor as say electrician has the right to ask for a review of his performance if he is not satisfied with whatever has been written about him. In such a case the electrician is supposed to revert back to the respective department within a stipulated time after receiving the mail. The director of the said department then intervenes to check the validity of the request.
Appeal: After the subcontractor gets the review report of the director he might appeal to the finance department within a span of 10 days. Then the finance and administration department intervenes and after evaluating the director’s review and hearing to the sub-contractor’s request further modification is done based on their choice.

In order to understand the credibility of any sub-contractor, the Contractor Performance Evaluation Report is being prepared (Bruman, Mumovic & Kimpian, 2014).
