Tourism planning and development is an issue that is of concern to many governments. Tourism plans ensures that planning is well done in consultation with major sector players ensuring sustainability and development of the tourism sector. Tourism planning, aimed at simultaneously preventing negative impacts and at the same time meeting the goals and objectives of the development of society, should be implemented, as already mentioned, in accordance with the principles of so-called sustainable development.
The paper is written on unpublished paper and I have selected an unpublished paper on sustainability in the tourism sector and how tourism planning can resolve emerging papers.
Identification of Issues
There are two issues identified in tourism planning and development. They include;
The key issue in the first paper is sustainability and development in the tourism sector. It also involves planning and management of tourists areas to be able to live to long. The second paper is about the attitudes of residents in the area towards development and sustenance and development of tourism policies.
Structure of the discussion papers against the framework of the policy planning cycle
The paper in discusiion will be the first paper or the first issues which is management and sustainability in tourism sector planning. Many countries developed tourism without any planning or consideration of it against the background of the general processes of the economic development of society. For the first time, the definition and concept of sustainable development were proposed in the report of the World Commission on Environment and Development submitted and in the UN General Assembly.
According to the definition, “sustainable development in tourism is a process in which development takes place without damage to resources and their depletion, which makes development possible, which is usually achieved either by a resource management in which they can be renewed at the same speed as they are used, or by switching from slowly renewable resources to rapidly renewable resources, with this approach resources can be used by both future and current generations. Policy Solutions
For tax purposes, most of the developing countries heavily tax the tourism sectors like the hotels and lodges. However, over taxing only shrinks the fortunes of an industry. Taxation is good and is a policy by many governments, however, it should be done such that it does not discourage investment and sustainability of tourism. There are many tiers of taxes in government where the central government’s tax and the local government also impose tax. If taxation is done in consideration to many other factors, the tourism sector could be well planned and sustained (Hatipoglu and Ertuna, 2016).
Funding is done by different stakeholders including the government, private players in the industry and the tourist themselves. The primary function of strategic tourism planning is the formation of a national tourism policy. This is due to the fact that this policy plays a key role in determining the direction of tourism development and bringing it in line with the needs and interests of the country’s population. (Healy, Riper and Boyd, 2016).
The tourism industry has many regulations which are implemented by the government and other relevant authorities. Many countries have tourism boards, ministry of tourism and the tourism association which is a self-regulatory body.
Critique the content of the discussion papers with regards to sufficiency for relevant stakeholders
In contrast to the long-term and strategic local level Planning focuses on identifying and resolving urgent issues related to specific territories, facilities, services or institutional elements. It should be remembered that the development of tourism at the local level should take into account regional and national development and not contradict it in its content. A lot of consultations is required (Lew, 2014).
For successful implementation of tourism planning, all stakeholders should be consulted. Examples of activities usually associated with tourism planning at the local level are: – functional zoning of recreational areas, which determines their planning solution, landscape design, location and principles of architectural and planning organization of individual objects – formation and compliance with local regulatory and legal requirements who in;
In practice of most countries, the degree of participation of the local administration in the tourism process planning changes as the implementation of the program of tourism development. For example, in the case when the local administration determines the territory for the development of tourism, its initial participation will be very significant: the municipal authorities hire architects, engineers, economists, sociologists, ecologists and other specialists for work.
As the program progresses, the administration gradually “takes to the back burner” and transfers leadership to private sector companies in organizing financing, hiring experts and consultants in the construction and management of tourist infrastructure and services.
Regardless of the territorial size of the destination, its key characteristic is that it is a complex area comprising in itself a sufficient number of accommodation facilities and tourist attractions, tourist infrastructure, as well as the tourist community, capable of providing the necessary employment of the population tourism and the necessary transport connections within the destination

Comparison and contrast of the two papers
The first paer is relatively different from the second paper.The issues are centered around sustainability which provides balanced development and maintenance of fundamental ecological processes; development compatible with the culture, identity and vital values ??of the local population; economic sustainability that provides cost-effective development and a resource management method that allows them to be used by future generations (Dredge and Jamal, 2015).
On the other hand, the second paper is centered aroud attitudes of area residents towards policy implementation. Thus, the concept of sustainable development is the basis for achieving development goals without damaging the environment and is a process of planned changes in which all development tools from exploited resources to investment strategies and institutional elements are aligned not only with the present needs but also with the interests of future generations.
But for tourists it is important not only physical accessibility ie, external transport links with it, but also the availability of developed internal transport links. In other words, services such as car rental, local transport for sightseeing tours and transfers to destinations in the destination); Support services that provide services such as destination advertising, coordination and management of its development, provision of necessary information and services to the population and organizations for reservation, provision with equipment (catering, sports, etc.), provision of destination by management personnel (Moyle, Ruhanen and Weiler, 2014).
To attract tourists, hotels are built a short distance from these towns and villages, o attractive tourist centers are not the capital, but cities that have a high degree of attractiveness due to their history, culture and science (Nunkoo and Gursoy, 2016)..
Implementation
The growth of the number of tourists during this period reacts to the business sector, i.e. the beauty of the untouched nature and the culture of destination begin to attract tourists, as a result, the foundations of tourist infrastructure are being formed. Promotion of local authorities are beginning to make efforts to ensure the rest of tourists and advertising destinations, which is the result of a steady increase in tourist flows.
Reflection
The paper has improved my awareness, professional skills and knowledge relating to tourism planning environments; and how it has benefited my own writing. As a result, the tourist market is being formed, thus, the business sector faces the task of providing the destination infrastructure. A policy of active promotion of destination in the market is being conducted, as a result of which there is a further increase in the flow of tourists. Investments in tourism infrastructure cannot cope with the volume of arrivals of tourists: shops, pubs, bars, hotels, casinos are being built, i. all the necessary facilities that can change the appearance of the destination. Creation of new jobs in the destination come to work people from other regions and even countries, settle there, keep coming tourists, introducing their customs and culture (Tse and Prideaux, 2017). Reducing tourist flows tourists want to visit interesting, unusual places, rather than typical destinations. Means of service are practically not used (for example, the hotels are empty) and, as a result, incur losses.
