The problem of over-allocation of resources arises when a particular resource is allocated to a number of different tasks within the same time period. In the project schedule developed for the warehouse construction project, it has been found that there are a lot of activities in which, the resources are over-allocated. One technique that can be used to resolve this problem is resource levelling. In this technique, the activities or work packages in which the resources are over-allocated are not altered but their durations are altered in such a way that a resource does not need to be involved in multiple work packages at the same time but also, the overall resource usage (cost) remains the same.

Sir,
This is to notify you that the initial planning phase of the Workhouse Construction Project has been completed and this memorandum includes the summarized details of the points that have been fulfilled and completed in the planning stage. As per the estimations that have been made, the project is expected to take 301 days for execution and completion. The project is expected to start from 1st October 2018 and after resource levelling, it has been found that the project will be completed by 23rd December 2019 considering the national holidays and non-working days in between and no delays during the entire course of the project. If this timeline is not feasible for the project, then additional human resources will have to be recruited otherwise the existing resources will be over-allocated and may not be able to fulfill all duties and goals in the project.
